code ???. The Tang, especially in their early period, is generally referred to as the Tang Empire, because it consisted of different kinds of ethnic groups. As an empire, how did the Tang dynasty rule over their territory?To approach this simple but difficult question, this article offers the following three topics: at first, we look at how the Tang?s bureaucratic system worked, then we confirm what was the core of the military strength underpinning the prosperity of the Empire, and finally we focus on the An-Shi Rebellion in order to clarify the key of the empire system and the reason why ?the empire? broke down.The keystone of the Chinese bureaucracy was the organization and the selection of bureaucrats. During the Tang, for the former the system of Nine Ranks ??? was brought in and for the latter Hereditary by Grace ?? and Recruitment by Examination ?? was used. However, on the military plane, the Tang court did not apply their systems precisely; in fact the military strength of the Tang was maintained by the power outside of their bureaucratic system. The Beiya ??, the imperial force of the Tang, was one example. The most distinctive elements of the Beiya was used and developed by the coups. Most of them were cavalrymen, therefore the more they were expanded, the more the Palace Stables ?? which provided them horses were expanded. Furthermore, the Beiya had a role that maintained the strong relationship between the Tang emperor and the Non-Han generals ?? . The Non-Han generals were an issue of national significance because in those days they and their soldiers were the strongest all over the world. Unfortunately, the system of the Beiya was changed, and it did not work for the Non-Han generals. As a result, the Non-Han generals and their soldiers remained on the frontier as Military Commissioners ???, and this situation came to be the cause of the An-Shi Rebellion.???
