PREFACEThere are many natural hazards i.e., floodings,landslides, land collapses, volcanic hazards,earthquakes etc. in Asia-Pacific Region. Howeverthe study of natural hazards are less developedespecially in the developing countries of thisregion. The knowledge of mitigation of the naturalhazards is required, mostly in these developingcountries.Many people used to consider that the coun-termeasures of natu ral hazards were the only theconcern of civil engineerings. However a geog-raphical or geological approach is important too.When we consider the mitigation of flooding, wemust pay attention not only to structuralmeasures but also non-structural measures i. e.geomorphological, geological, geographicalapproaches in the area. Furthermore, there aredistinct regional differences in the naturalhazards caused by the differences of geographicalcgnditions. We must pay attention to the regionaldifferences too.' . Since,the Japanese Archipelago is located in theCircum Pacific Orogenic Movement Area withMonsoon Zone, we have many experiences ofnatural hazards. The purpose of this congress isto exchange knowledge on, the natural hazardsbetween Japan and developed countries anddeveloping countries in Asia and Pacif,c Region.,, , Working Group on Natural Hazards andEnvironmental Geomorphology of the Associationof Japanese Geographers, which is chaired by M.Oya, has been acted synchronously with WorkingGroup on Rapid Gemorphological Hazards, IGU.Getting the support from Waseda University, wedecided to organize an interndtional congressgeomorphological hazards in Asia-Pacific regionat the occasion of Oya's retirement.The International Congress on Geomorpholo-gical 'Hazards in Asia-Pacific Region was heldbetween 6th and 10th of September 1993, at theInternational Conference Centre of WasedaUniversity for the main' congress and postcon-gress excursion was held in the Kano River Basinand Fuji River Basin in Central Japan.It was supported by The Association ofJapanese Geographers for public informationsand financially supported by Waseda University,Fukutake Science and Culture Foundation. Manycooperators, students and graduate students, notonly of Waseda University but from otherorganizations helped the congress. Ministry ofConstruction and Yamanashi Prefecture sup-ported to the field excursion. The autours and allof the participants with to thank them.In this paper we report the result of thecongress.2. A large typhoon attacked thecentral Japan at that day and participantsobserved how coastal and flood protectionfascilities work at:- Coastal protection works of Tagonoura Coast(Ptroto. 2) ,- Latest coastal protection (off-shore) worksat Kambara Coast,- Historical Karigane Embankment of the FujiRiver, and- Braided channel of the middle part of theFuji River.Also visited the Kuon-ji Temple and stayedovernight at Shimobe Hot SPring.Day 3: Going upstieam the Fuji River Valley tothe Kofu Intermontane Basin to observe :- Conservation of Southern Alps ForestryRoad (Photo. 3) ,- Midai River improvement works, and- Shingen Embankment of the Fuji Riverestablished in the 16th Centuury (Photo. 4) .- Because the large Typhoon has passed, theweather was getting better and arrived at KofuStation about 16 :00.Participants discussed much about, not onlythe landforms, geomorphological hazards andconservation works, but also history, cultureand religion of Japan in the train, buses andhotel rooms during the field trip.6. REST]ITS AND YIEWSWe have got followings results through theInternational Congress.1) There are distinct regional differencesin the causes and consequenses of naturaldisasters. These differences are caused bythe location of countries, natural condi-tions, moreover, political, economic andsocial conditions in each country. Forexample, flooding is caused by typhoons inTaiwan, the Philippines, and Japan, but itis caused by ice jam in Poland. Due todifferences in the causes and topography,the state of inundation (i. e. period ofstagnation, depth of 'the standing water,velocity of the flood current) is different.The damage cauSed by the eruption ofMount St. Helens in the U. S. A. isrelatively small, because the populationdensity in the basin is low. If such aneruption will be occurred in Japan, largedamages would occur.2) . Problems featured in the symposiumincluded rapid geomorphological hazards(i. e. earthquake, volcanic eruption andflooding) and melting of permafrost due toa global warming of greenhouse effect, andrising sea-level. Damage due to the lattertwo problems will be appear slowly butwon't stop. In the near future and damagewill be appear remarkably strong. Thesestudies were submitted by delegates fromThe Czech and People's Republic of China.3) Formerly construction works againstnatural disasters was done by civilengineering. However, recently geographicapproaches to the mitigation of disastersare becomiong important. The velocity ofchanges in the natural environment isincreasing, especially as a result ofchanges caused by human.4) The relationships between geographers,geomorphologists and foreign delgatesbecomes close not only through discussionin the conference room but also on the fieldtrips.Remaining problems will be as follows.1) Because of the results of studies bygeographers and civil engineers, zoning onA BRIEA BRIEF REPORT OF INTERNATIONAL CONGRESS ON GEOMORPHOLOGICALHAZARDS IN ASIA―PACIFIC REG10Nthe map is very effective. Zomng ofhazards areas is now shown on geomor-phological survey maps showing clas-sification of flood stricken areas in Japan.2) The study of long term geomorphologic-al hazards for such as the rising of the sea-level , caused by changes of climate isdelayed in every country. Internationalexchanges of knowledge on such problems, is required urgently.3) Hitherto, the :study of the natural,hazards has been done by civil engineers,agricutural engineers, forestry engineersand geographers. The government isdivided into ministry of construction,ments. In the futute,'integrated studies ofthese problem and liason of these offices isrequired.REFERENCESM.
