Abstract

EVALUASI TINGKAT KEKUMUHAN DAN SOLUSI PENANGANAN PADAKAWASAN PERUMAHAN PASAR LAMBARO KECAMATAN INGIN JAYA KABUPATEN ACEH BESAR Haidi AdlanNIM 1609200060023 Program Studi Magister Teknik Sipil Jurusan Teknik Sipil - Fakultas Teknik Universitas Syiah Kuala Abstrak Kawasan Pasar Lambaro merupakan satu-satunya kawasan kumuh yang terdapat diKecamatan Ingin Jaya dengan luas kumuh mencapai 32,14 Ha. Dalam luasantersebut, sebelah utara Kawasan Pasar Lambaro terdapat salah satu kawasanperumahan yang telah banyak mengalami penurunan kualitas infrastruktur denganluas perumahan kumuh mencapai 3,9 Ha. Kawasan perumahan tersebut mempunyaiketidakteraturan bangunan, tingkat kepadatan bangunan yang tinggi, kualitasbangunan yang rendah, serta sarana dan prasarana yang tidak memenuhi persyaratanteknis. Penelitian ini bertujuan untuk mengevaluasi tingkat kekumuhan,mengidentifikasi skala prioritas penanganan, dan menemukan solusi penanganankawasan perumahan kumuh di Pasar Lambaro. Penelitian ini menggunakan metodekuantitatif melalui observasi dan wawancara. Evaluasi tingkat kekumuhan,penentuan skala prioritas penanganan, dan solusi penanganan dilakukan berdasarkanPetunjuk Teknis (Juknis) dari Peraturan Menteri Pekerjaan Umum dan PerumahanRakyat Republik Indonesia Nomor 14/PRT/M/2018. Evaluasi tingkat kekumuhanmeliputi identifikasi kondisi kekumuhan, identifikasi legalitas lahan, dan identifikasipertimbangan lain. Skala prioritas penanganan kawasan perumahan kumuh dilakukanberdasarkan kondisi kekumuhan, legalitas lahan, dan pertimbangan lain. Solusipenanganan kawasan perumahan kumuh dilakukan berdasarkan penanganan fisikinfrastruktur. Teknik analisis data menggunakan analisis skoring (pembobotan) dananalisis deskriptif. Hasil penelitian menunjukkan bahwa tingkat kekumuhan padakawasan perumahan Pasar Lambaro adalah termasuk dalam klasifikasi kumuh ringandengan total nilai skor sebesar 30. Skala prioritas penanganan kawasan perumahankumuh di Pasar Lambaro masuk dalam skala prioritas penanganan ke 3. Solusipenanganan kawasan perumahan kumuh di Pasar Lambaro dilakukan melaluipemugaran untuk lahan legal dan pemukiman kembali untuk lahan ilegal yangdifokuskan pada aspek bangunan gedung, penyediaan air minum, pengelolaan airlimbah, pengelolaan persampahan, dan proteksi kebakaran. Within this area, to the north of the LambaroMarket Area, there is a housing area that has experienced a lot of deterioration in thequality of its infrastructure with a slum housing area of up to 3.9 hectares. Theresidential area has building irregularities, high level of building density, low qualityof buildings, and facilities and infrastructure that do not meet technical requirements.This study aims to evaluate the level of slum, identify the priority scale of handling,and find solutions for handling slum housing areas in Lambaro Market. This researchuses quantitative methods through observation and interviews. Evaluation of thelevel of slum, determining the priority scale for handling, and handling solutions arecarried out based on the technical guidelines of the Regulation of the Minister ofPublic Works and Public Housing of the Republic of Indonesia Number14/PRT/M/2018. Evaluation of slum level includes identification of slum conditions,identification of land legality, and identification of other considerations. The priorityscale for handling slum housing areas is carried out based on slum conditions, landlegality, and other considerations. Slum management solutions are based on physicalinfrastructure handling. The data analysis technique used a scoring analysis(weighting) and descriptive analysis. The results show that the level of slum in thePasar Lambaro housing area is classified as a mild slum with a total score of 30. Thepriority scale for handling slum housing areas in Lambaro Market is included in the3rd priority scale of handling. through restoration for legal land and resettlement forillegal land which focuses on aspects of building, drinking water supply, waste watermanagement, solid waste management, and fire protection.Key Words: Slums, housing, settlements, handling, infrastructur
