EDUCATIONAL POLICY AS A BASIC INTELLECTUAL LEVELOF INNOVATIVE 
POTENTIAL 
Education and learning have an important role to play in responding development and 
transform  oungpeoples’ potential, creativit , talents, initiative and social responsibilit  to 
knowledge, skills, attitudes and values.  
There is a need to bring together representatives of the public and private sectors, including 
youth organizations, companies, schools and universities should raise awarenessof the benefits of 
new forms learning awaking creativity and innovative skills. To achieve cooperation and joint 
action between all partners, we should pay particular attention tolocal and regional levels, 
minimization of resources and helping to provide morecoordinated programs for young people.  
It is vital to use all the possible methods, and resources to introduce new forms of learningand 
its outcomes to public discourse, which could be encouraged by financial support,technical advice, 
revising training materials, networks, and databases [1, p. 121]. Посилання на рис?? 
Learning gives to young people new skills of team-work, adaptability and flexibility, self-
confidence and intercultural capacities which will be developed to new personal and professional 
most needed benefits such as: 
- leadership; 
- people management and teamwork; 
- innovation and entrepreneurship; 
- communication; 
- adaptability and flexibility; 
- change management; 
- project management;

- influencing; 
- decision making; 
- time management.

A useful starting point could be to exchange information about the different positions, and to 
try to develop mutual understanding and some shared concepts of cooperation and finance cover of 
effective education between such important players like Government, national, regional and local 
levels of labor market and privet sectors what can lead to creating and developing partnership [2,

The main benefits of effective educational policy [3, p. 29]: 
1. Closing the gap between the requirements of the labor market and the 
positive contribution of learning. 
2. Encouraging entrepreneurial skills and needed skills for the future labor market in young 
people. 
3. Improve partnership working and innovations sector.  
4. Provide effective strategies for young people at national, regional and local level as a 
method to avoid unemployment.

5. Promote pro-social skills, personal development, confidence, self-efficacy, identity, 
positive character, partnership, newcommunity and social interests.
