In order to make decisions you need to know the subject area and be an expert in it. Although one person cannot be 100% sure that he is right. Therefore, for management decisions, it is desirable to create expert groups consisting of experts and masters. These groups help people to make decisions quickly and correctly to take the necessary and correct decisions. However, the problem of selection and formation of an expert group is a challenge. There are lots of approaches and options for compiling such groups. There are many approaches to create the required groups to assess the state of the main elements of the mine dump. Let us consider the famous Delphi method. The Delphi method is used at the stage of evaluation of various problems and its solutions. This is a tool for selecting and estimating solutions. The purpose of the method is to get consistent information from experts with a sufficiently high degree of confidence in the process is anonymous exchange between participants of the working group for making management decisions. Delphi method is based on multiple anonymous group interviews of experts who give an opportunity to consider the views of all participating independent expert of working group on the issue studied by sequential consolidation of ideas, findings and suggestions of the experts and bring them to a mutually agreed solution. It is well known that the use of the collective knowledge leads to the possibility of finding new more powerful and interesting solutions. But in the same situation of the exchange of views among experts, some authority or colleagues could influence the decision, which would entail the emergence of similar or even "popular" responses. The Delphi technique helps us to avoid this kind of problem. There are no general discussions and conversations, in this method they are replaced by individual interviews. The results acquired during the survey are compiled and subjected to statistical analysis. The responses received are transmitted to experts for revision and clarification of expert’s opinions, only if he considers it necessary. This procedure can be repeated more than once. Delphi method is an effective method of expert assessment, which is used in many areas of scientific research. As a result of its application you will receive an agreed list of ideas, conclusions and proposals of solving the problems (tasks) with their strong and weak sides articulated.    118
