VІІІ  Міжнародна науково-методична конференція Форум молодих економістів-кібернетиків ―Моделювання економіки: проблеми, тенденції, досвід‖ 28-29 вересня 2017 р., м.Львів 184  територіальної співпраці для Карпатського регіону. Метою такої структурної реорганізації існуючих органів в рамках Карпатського Єврорегіону є пристосування до нових умов територіальної співпраці в Європі, викладених серед іншого у Розпорядженні 1082/2006 Європейського Парламенту та Ради від 5 липня 2006 р. щодо Європейських угруповань територіальної співпраці, яке визначає, що власне такі угрупування повинні стати операторами коштів програм ЄС, призначених та територіальну співпрацю. Першим кроком до виконання зазначеної мети стало підписання 20 лютого 2009 р. міжнародної угоди щодо створення ―Карпатського Консорціуму‖ поміж Асоціацією органів місцевого самоврядування ―Єврорегіон Карпати – Україна‖, товариством ―Єврорегіон Карпатський Польща‖ та товариством ―Єврорегіон Карпатський Словаччина – Північ‖.  Для реалізації вказаної концепції кожна із зацікавлених сторін повинна проводити чітку політику задля того, щоб у процесі планування наступної перспективи ЄС було прийнято рішення щодо розробки Карпатської програми. Реалізація вказаної ініціативи дозволить підвищити ефективність діяльності Карпатського Єврорегіону, сформувати ефективні структури співпраці та партнерства задля сталого розвитку транскордонного регіону Карпат. Ukrainian Academy of Printing METHODICAL BASES OF THE SELECTION OF THE ALTERNATIVE ANTI-CRISIS MANAGEMENT SOLUTIONS  The complexity of the application of traditional management methods, under the conditions of the domestic economy, is ineffective, they put on the agenda a key task - the search, improvement and development of methodological bases for managing business entities. One of the ways to solve this problem, taking into account the conditions of functioning of business entities in Ukraine is the application of the principles of crisis management [2-3]. To achieve this goal, it is advisable to use the multi-criteria optimization method, using for decision making a fuzzy preference relation, when the degree of presence of pair preferences between alternatives can be specified by a number on the segment [0;1]. We get the task of choosing the best anti-crisis solution in the process of enterprise management based on the fuzzy preference relation [1]. Let's have a couple of alternatives (x, y). The ratio of nonstrict preference «F» means that for two alternatives, possible assertions: «x» no worse than «y», that answers x ≥ y, similarly ,x y F ; «y» no worse than «x», or abbreviated (y ≥ x), that answers ,y x F ; «x» and «y» not comparable, means ,x y F  and ,y x F . If we have a strong advantage, that is, , Sx y F , then the alternative «x» is believed to dominate the alternative «y», that is x > y. In the presence of clear utility functions fj  on plural «X» alternative «x» with a higher rating  fj (x) is the best factor «j» from the alternative «y» with an estimate fj (y), which is described by a clear-cut advantage Fj on the set of alternatives «X» so: , : , ,j j jF x y f x f y x y X .                                  (1) It is necessary to choose such an alternative 0x X , which will have the highest rating for the set of all the selected factors (criteria), that is 0 , 1, ;j jf x f y j m y X .                                  (2) Alternatives of this type are called Pareto-optimal or effective and they are a solution to the decision-making problem with a fuzzy preference relation on a set of alternatives [1].  Since the basic criteria for the problem of multicriteria choice of alternative are factors (criteria) of the Pareto set, it is necessary to carry out the convolution of many criteria into one scalar one. For this we use the intersection method, the essence of which is the following [1]. We will denote 11mjjZ F . It can be argued that many alternatives with preference relations Z1 corresponds to a multitude of alternatives with utility functions  fj (x). This means that the set of relations Fj (j = 1, m) we replace them with the intersection and find the unmatched alternatives by fuzzy preferences Z1. The choice and implementation of a certain anti-crisis solution in the process of enterprise management is intended to stabilize the process of functioning of a certain business entity, increase flexibility, adaptability and resistance to changes in the external environment and the impact of negative factors, and ensure greater high efficiency in the use of available resources.
