Abstract
Este artículo propone realizar una lectura crítica acerca de una política pública habitacional promovida por el Gobierno de la provincia de Córdoba, denominada Plan de Sustitución de Viviendas Precarias y Erradicación del Mal de Chagas (usualmente llamado Plan de Erradicación de Viviendas Rancho), el cual forma parte del Programa de Desarrollo del Noroeste Cordobés (PDNC). A partir de observar ciertos desfasajes entre la interpretación de la problemática habitacional por parte del gobierno y de las familias rurales destinatarias del Plan, nos surge la inquietud de analizar este instrumento. A partir de ello, nos proponemos indagar específicamente sobre las definiciones acerca de hábitat rural que, a su vez, delinean determinadas formas de gestión del territorio. Para abordar este análisis partimos desde dos perspectivas teóricas: la teoría decolonial y el análisis discursivo desde la mirada de Michel Foucault, que nos dan las claves para analizar el corpus regulatorio del PDNC.This article proposes a critical review of a housing public policy promoted by the Government of the Province of Córdoba, called Precarious Housing Substitution Program and Eradication of Chagas Disease (usually called Farm Housing Eradication Program), which is part of the Development Program of the Northwest Cordovan (PDNC, by its initials in Spanish). From observing certain mismatches between the interpretation of the housing problem by the government and by the rural families that are the beneficiaries of the Program, we have the concern to analyze this instrument. From this, we propose to investigate specifically on the definitions of rural habitat that, in turn, delineate certain forms of territorial management. To approach this analysis, we based in two theoretical perspectives: the decolonial theory and the discursive analysis from the point of view of Michel Foucault, which give us the keys to analyze the regulatory corpus of the PDNC.Fil: Sesma, María Inés.
