Social and solidary economy and public agenda: Scope, actors and objectives in Argentina's provincial experiences at the beginning of the 21st century

Abstract

En esta investigación se busca examinar la dinámica legislativa provincial de la ESS, con el objetivo de identificar y analizar los principales alcances, actores y objetivos que se enmarcan en legislaciones provinciales de Río Negro, Mendoza, Entre Ríos y Santa Fe referidas a la intervención sobre el campo de la ESS. A través de una metodología cualitativa, sustentada en fuentes de información secundaria (informes sectoriales, normativas, bibliografía académica y periodística), se contextualizan las normativas seleccionadas en el marco de iniciativas emprendidas desde los poderes ejecutivos de las respectivas provincias (por caso, adhesión a programas nacionales) de modo de lograr una descripción ajustada al escenario institucional registrado hasta mediados de 2016. Las regulaciones públicas indagadas surgieron y se sancionaron en contextos políticos y económicos que posibilitaban el inicio y consolidación de experiencias de ESS a través de su promoción y financiamiento. En el contexto de cambio de Gobierno Nacional, la ESS pareciera volver a estar orientada a la promoción del auto-empleo, tanto por las perspectivas que irían adquiriendo las políticas sociales como por la retracción de los propios mercados locales donde la ESS podría comercializar su producción y hacerse de financiamiento genuino. La transformación de los objetivos, producto de las definiciones políticas, en hechos concretos y tangibles suele resultar sinuosa, errática y contradictoria.This research examines the provincial legislative dynamics of the ESS, with the objective of identifying and analyzing the main scope, actors and objectives that are framed in provincial legislations of Río Negro, Mendoza, Entre Ríos and Santa Fe, referring to the intervention on The ESS field. Through a qualitative methodology, based on sources of secondary information (sector reports, regulations, academic and journalistic bibliography), the selected policies are contextualized in the framework of initiatives undertaken by the executive powers of the respective provinces (in this case, adherence to National programs) in order to achieve a description adjusted to the institutional scenario registered until mid-2016. The public regulations investigated arose and were sanctioned in political and economic contexts that enabled the initiation and consolidation of ESS experiences through their promotion and financing. In the context of the change of National Government, the ESS seems to be again oriented towards the promotion of self-employment, both by the prospects that would be acquiring social policies and by the retraction of the local markets where ESS could market its production and become genuine financing. The transformation of objectives, the product of political definitions, into concrete and tangible facts tends to be sinuous, erratic and contradictory.Fil: Blasco, Laura Rosario.
