Chronicle of a beautifull, rational and neat city: the "Democratic governance" of urban space in the city of Cordoba during Ramón Mestre's administration (1983-1991)

Abstract

En este artículo se indagan los procesos que acompañaron/configuraron la “gestión democrática” de la ciudad de Córdoba, Argentina, durante década del ‘80. Para ello, se analizan las principales políticas socio-espaciales instrumentadas por el gobierno municipal encabezado por Ramón Mestre (1983-1991), sosteniendo que las mismas operaron como argumentaciones para legitimar la “pulcra ciudad segregacionista” que fue estructurándose en torno al universal de la democratización. En primer lugar, y a modo de antecedentes, se reseñan las acciones y tendencias que configuraron la planificación de la ciudad en base a la extensión de la “mancha” urbana que supuso el proceso de industrialización-urbanización registrado en Córdoba a partir de los años ’50. En segundo lugar, se reconstruyen las principales dinámicas de planificación urbana vigentes durante la gestión mestrista, explorando los marcos normativos que favorecieron la (re)valorización de espacios estratégicos para el despliegue del capital privado a expensas de la extensión de una periferia “polarizada” en términos de clase. En tercer lugar, se explicitan los componentes de la ciudad “bella, racional y pulcra” vigentes en la retórica estatal, a la luz del plan de recuperación y jerarquización del río Suquía ejecutado durante el período.This article enquires about the processes that configured the "democratic governance" of the city of Cordoba, Argentina, during the 80’s. With that aim, the main socioespatial politics applied by the local governor Ramón Mestre (1983-1991) are analised holding that they worked as legitimizing arguments of the "neat and segregationist city" that was being set up around democratization concept. In first place, the article reviews the actions and tendencies that configured the city planning based on the extension of the "urban sprawl" motivated by industrialization-urbanization process since 50’s. In second place, the main urban-planification dynamics current during Mestre's governance are reconstructed considering the regulatory framework that risen the value of the strategic spaces for the execution of private investments at the expense of the social-class-polarized outskirts. In third place, the components of the "beautifull, rational and neat" city present in the state rethoric are set out clearly under the light of the recovery and enhancement of the Suquia River implemented during that period.Fil: Cervio, Ana Lucia.
