Sexualities and gender regimes on the local implementation of social policies

Abstract

Dejando de lado perspectivas teóricas que han entendido al Estado como un escenario homogéneo o como mero órgano de control social y represión, este trabajo recupera aquellos estudios que procuran dar cuenta de las complejas reconfiguraciones del involucramiento estatal en la vida social, para echar luz respecto de ciertas regulaciones estatales sobre la maternidad juvenil. A partir del análisis de la implementación de dos políticas sociales en un barrio de sectores populares del Gran de Buenos Aires, Argentina, se examina la dimensión sexualizada de estas intervenciones estatales contemporáneas sobre jóvenes madres. Recuperando el enfoque etnográfico y aquellos aportes feministas sobre el Estado centrados en las prácticas micro, este artículo da cuenta de cómo las interacciones entre las agentes estatales y las destinatarias, que se despliegan en la implementación de ambas políticas sociales, conforman diversos regímenes institucionales de género en un mismo territorio.Regardless the theoretical perspectives that had understood the State as a homogeneous scene or a mere organ of social control and repression, this paper recovers those studies that attempt give an account of the complex reconfigurations of state´s involvement in social life, to enlighten some state regulations on young motherhood. Based on the analysis of the implementation of two social policies in an excluded neighborhood of Greater Buenos Aires, Argentina, it examines sexualized dimension of the contemporary state interventions on young mothers. Retrieving the ethnographic approach and the feminist contributions on the State, focusing/focused on the microsocial practices, this article gives account on how the interactions between state agents and the addressees/beneficiaries/targets, which are deployed in the implementation of both social policies, generate different institutional genders regimes, in the same territory.Fil: Gaitán, Ana Cecilia.
