The guest speaker will be Capt. Jotm R. Bailey, commanding officer, fleet and industrial supply center Oakland. Officers of all services and nations, as well as civilians, and their guests are invited. Military personnel should wear dinner dress blues or the service equivalent and for civilians, semifonnal. Formal action by NPS Superintendent Rear Adm. Thomas A. Mercer is expected within days, said Prof. Reuben Harris. Harris, a core member in the NPS reinvention of government team, said Mercer may waiveoreliminatesomerules as early as this week. "Wearecontinuingtoreccivenominations for silly rules," Harris said "To date, over 900 ideas have been submitted They've been reviewed and put into a data base. We identified a small number for the admiral's review and expect action to be taken within the week." According to both Whipple and Harris, over ''We feel that we're moving and breaking through the inertia that can develop in any organi7.ation." The core team has developed vision and values statements to guide both reinvention and the TQL process. By the end of the month, the core team expects to form four working groups to supp<Xt the reinvention process. Harris said these groups will address issues of training, measurement, information sharing, and recognition of accomplishments. Representatives from the Department of Defense Pafonnance Review team will visit NPS in early February to study reinvention initiatives developed here. To date, NPS is the only Navy organization designated as a government reinvention lab. Cmdr. Dave Sevier, executive director of the Defense Health Resources Study Center, said the brief will focus on the National Defense Health Emollment Survey program developed at NPS by DHRSC and the NPS Operations Research DepartmenL It will be held Thursday, Jan. 20 at 10 a.m. in Glasgow Hall Room 221, the hwnan systems integration laboratory. 1be survey program was successfully tested in two states and will be distributed this month to fJ00,000 military beneficiaries across the United States. TRICARE replaces CHAMPUS Name changes, services remain intact by CapL Truman Long 1be names CHAMPUS Standard, Extra and Prime will be phasing out in California and Hawaii beginning Tuesday, Feb. 1, to become TRICARE Standard, Extra and Prime, the OOD name for the new healthcare system under development for military ben-eficiaries. TRICARE is basically the same service as CHAMPUS. The name, already in use in other areas, will eventually spread throughout the country, and it matches the name for the administration's proposed healthcare system. If your dependents have already selected a civilian primary care doctor under CHAMPUS, you should schedule a "get ac-quainted" visiL This will help establish them as one of the doctor's patients and start a medical record. When calling for the first appointment, aslc how early to arrive, what other records or information you need to bring. and what the extent of the initial examination will be. At the visit, find out the procedures for obtaining medical help after normal office hours.
