John and Frank Wortman built the first home on Hill Street in 1917.  So many others from McMinnville also built cottages on this street that it became known locally as McMin-nville Heights, with some preferring to call it McMinnville Row or McMinnville Ridge. Today, second and third generation family members still own many of these houses. In addition to Wortman, McMinnville family names appearing on the Hill Street cottages have included Colvin, Gunness, Macy, Rice, Peery, Smith, and Temple. During the opening celebrations, L.O. (Dutch) Shermer noted that “Pacific City and McMinnville have long had a close association”. That relationship began in 1888 when Bernard McPhillips of McMinnville purchased 302 acres in South Tillamook County, including Cape Kiwanda. In the first two decades of the twentieth century, F. R. Beals and others promoted Pacific City as the “closest accessible beach to the Willamette Valley.”   Whether for vacationing, fish-ing, or escaping the heat, residents from McMinnville and other Yamhill County cities continue to find Pacific City a welcome respite. 12Millar, L. “Thursday Ceremonies Open McPhillips Drive,” Newspaper article. Bernard McPhillips is the gentlemen in the lower right corner of this 1896 photo.From the Gary Smith and Teresa Truan-Smith CollectionAlthough a few fishermen ventured into the ocean before 1927 via the mouth of the Nestucca River or the beach at Cape Ki-wanda, most of the commercial and sport fishing at Pacific City took place on the Nestucca River. On January 27, 1927, two Oregon state representatives from McMin-nville, Arthur McPhillips and Walter W. Russell, introduced House Bill 282, calling for the closure of the Nestucca Bay and its tributaries to commercial fishing. The bill passed both the House and the Senate and was signed into law by Governor Patter-son on February 24, 1927. Although it may have been inevitable, this government ac-tion forced commercial fishermen to find ways to adapt to ocean fishing in order to maintain their livelihoods. They did so by modifying their river boats to become sea-faring dories. Mel began dory fishing in Pacific City in the 1950s. His wife, Joan Nollette Ferris, fished with her father, Lawrence Nollette. Their children, Bill Ferris and Sherry Fer-ris McConkey, began fishing with them as young-sters. Sherry’s daughter, Shawn McConkey Best, also began fishing at a young age and now contin-ues the tradition with her husband, Zach, and their son, Rusty, who experienced his first dory fishing trip at age three in August 2014. Details uncovered thus far describe a rich, deep, and complex web of interconnectedness between Yamhill County and Pacific City that has not been fully recognized. A pharmacist, Mike named his dory Remedy.Three-year old Rusty Best, a fifth generation dory fisher-man, returns from his first dory fishing trip on August 9, 2014.Roy Henry of McMinn-ville began dory fishing in 1964. He named his dory Tigger II. He is Rusty Best’s great uncle.Zach Best of McMinnville lands his dory, the Pineapple.Scott Ranes from Gaston launches his dory, the Pelican.Steve Rice from McMinnville began fish-ing as a high school student in 1976.  His dory is the Refuge.Paul Hanneman from Pacific City be-gan dory fishing in 1948. His dory, which he built in 1980, is the Kiwanda Klipper. From 1965-1990 he served in the Oregon House of Representatives. His district en-compassed part of Yamhill County, in-cluding Sheridan, part of Willamina, Carl-ton, Yamhill, and Gaston. He still serves as co-chair of the PC Dorymen’s Association.Dave Larkins, origi-nally from McMinn-ville, began dory fish-ing with his brother Steve in 1971. He now lives in Pacific City and served as the dory fleet liaison for this project.Lanny Watkins of Carlton lands his dory, the Naked Lady III.The Glen Macy family from McMin-nville has had ties to Pacific City for decades. Steve became involved with the dories in the mid-1950s.  He and elementary school friend and neigh-bor Paul Gilson became dory co-own-ers and fishing partners in 1976. He is a proud Linfield alum of the class of 1954. His sons fished with him in the summers and then fished on their own. Noel now lives in Pacific City.Leonard Leis of Sheridan began dory fishing in 1975. His current dory is the PC Patriot. His sons fished with him and now son Bob is fishing with his family.
