Disengagement and at risk of dropping out of school students and organizational conditions for their development. An analysis of the laws in the Region of Murcia

Abstract

Esta Comunicación aborda el tema de en qué medida en las normativas de la Comunidad Autónoma de la Región de Murcia (CARM) que regulan el desarrollo de programas diseñados para dar respuesta a alumnos desenganchados, absentistas y en riesgo de abandono, se presta atención a algunos aspectos o condiciones organizativas relevantes para su desarrollo en la práctica. A partir de un análisis de contenido de la normativa pertinente, algunos resultados más destacables revelan una atención notable a aspectos burocráticos y de procedimiento y el escaso énfasis dado a propiciar que la oferta educativa de estos programas sea coherente y coordinada y a cultivar la corresponsabilidad del conjunto del centro en su adecuado desarrollo. Las conclusiones alertan sobre las omisiones contenidas y la contradicción que ello representa frente a los grandes lemas de inclusión, educación de calidad para todos, lucha contra el absentismo y abandono, comúnmente referidas en los preámbulos e introducciones de la documentación analizadaThis communication analyzes up to what point attention is paid to some of the aspects or relevant organizational conditions under the current laws of the Autonomous Community of the Region of Murcia (CARM) that regulates the development of programs designed to meet the demands of truants and disengaged students or at risk of early school leaving, for its practical development. Starting with an analysis of the contents of the relevant laws, some of the most outstanding results show a notable attention to bureaucratic and procedure aspects, and little emphasis on favouring the coherence and coordination on the educational offer and on cultivating the joint* responsibility of the whole school in its appropriate development.
