PPPs aim at reducing costs and risk and improving service and quality by using private expertise and management potential.  The New House of the Region of Hannover is a special demonstration project that proves that PPPs are capable of realizing even challenging and technically ambitious buildings. The 8.000 m² public administration building was the first project of the Region of Hannover to be carried out as a PPP. It reaches the target level for primary energy efficiency of 100 kWh/m²a (EnOB-Standard of the German Ministry for Economics and Technology, about 50 percent below mandatory code requirement) and uses innovative technology such as concrete core activation and bore hole ducts for cooling and  The presentation will give an overview on  o Public Private Partnerships and tendering procedures in Germany, o the integration of target values for energy efficiency and functional             performance tests in the PPP competition brief using EBPD strategies  o the design competition, construction, commissioning, building costs and monitoring results              of the building operation.  The New House of the Region of Hannover demonstrates not only innovative technologies but also the economic feasibility of high energy efficiency standards.
