"Las autopistas no tienen ideología". Análisis del proyecto de Red de Autopistas Urbanas para la ciudad de Buenos Aires durante la última dictadura militar argentina (1976-1983)
RESUMENEste artículo aborda el proyecto de realización de la Red de Autopistas Urbanas (RAU) para la ciudad de Buenos Aires durante la última dictadura militar argentina (1976-1983). En 1976 el intendente de la Capital Federal, brigadier Osvaldo Cacciatore, convocó a Guillermo Laura, autor del libro-proyecto La ciudad arterial (1970) dónde proponía una red de autopistas para la ciudad, para ocupar el cargo de secretario de Obras Públicas. En este contexto, la municipalidad porteña intentó llevar a cabo la red aunque solo pudo concretarse parcialmente. Partiendo de la premisa de que no es posible superponer linealmente la concepción de la RAU y su puesta en marcha, en este artículo se escinde analíticamente estos dos momentos para luego atender a las afinidades que hicieron posible la realización del proyecto en el contexto autoritario. ABSTRACTThis paper discusses on the realization of the project of Urban Highway Network (UHN) in the city of Buenos Aires during Argentina's last military dictatorship (1976-1983). The highway construction plan was written by Guillermo Laura in his book-project La ciudad arterial (1970). In 1976, brigadier Osvaldo Cacciatore, mayor of Buenos Aires city, invited Guillermo Laura to hold the office of Secretary of Public Works. In this context, the municipality of Buenos Aires city carried out the construction of the motorway network, although could be only partially realized. Starting from the premise that it is not possible to linearly superimposing the conception of UHN and its implementation we must analytically separate these two moments in order to concentrate on the affinities that made possible the implementation of the project in this authoritarian context.
