Análise da utilização das ferramentas da gestão florestal FlorNext® e FlorNext Pro® e do seu possível impacto na gestão florestal do Nordeste Trasmontano

Abstract

As florestas do Nordeste Transmontano apresentam múltiplas oportunidades ao desenvolvimento socioeconómico da região. Existem, no entanto, obstáculos ao crescimento do setor florestal local, como a inexistência de informação e ferramentas de apoio à decisão. Neste contexto, foram desenvolvidas ferramentas informáticas para apoio à decisão em gestão florestal, dirigidas a diferentes tipos de utilizadores. FlorNext® é uma ferramenta disponibilizada na internet de forma livre que simula o crescimento e produção de povoamentos de pinheiro-bravo e carvalho-negral. FlorNext Pro® é uma aplicação de ambiente de trabalho dirigida a profissionais para gestão simultânea de várias parcelas com base em metodologias de análise multiobjetivo. Contudo, o desenvolvimento de ferramentas não é suficiente para garantir que a partilha de conhecimento e tecnologia entre investigadores e profissionais promove a gestão florestal na região. Torna-se, neste contexto, necessário avaliar a utilização destas ferramentas na prática e consolidar formas eficazes de transferência de conhecimento e tecnologia. Neste trabalho analisa-se a opinião de agentes do setor envolvidos no uso das ferramentas desenvolvidas, aplicando o método hierárquico analítico (AHP) com base em informação recolhida em inquéritos com o intuito de obter indicadores úteis para avaliar o impacto das ferramentas na gestão florestal da região. Os dados foram obtidos numa serie de eventos de divulgação e transferência de tecnologia (workshops, cursos e reuniões) organizados em Bragança e dirigidos a diferentes perfis de utilizadores (proprietários, consultores, gestores públicos e privados). Apresentam-se os resultados do trabalho já realizado, incluindo as tendências observadas e previstas de utilização deste tipo de ferramentas para a gestão florestal sustentável da região do Nordeste Trasmontano.Forests in Nordeste Transmontano offer multiple opportunities for the socioeconomic development of the region. There are, however, obstacles to the expansion of the local forest sector, such as lack of information and lack of decision support tools. Under this context, computer tools for forest management decision making were developed aiming at particular target users. FlorNext® is a free online computer tool that simulates growth and yield in maritime pine and Pyrenean oak stand. FlorNext Pro® is a desktop application developed for professionals for the simultaneous management of several stands based on multiobjective analysis methods. However, the development of computer tools is insufficient to assure that knowledge and technology sharing among researchers and practitioners promotes forest management in the region. It is, therefore, necessary to assess the use of these tools in practice and delineate effective ways of knowledge and technology transfer. In this work we analyzed the opinion of actors in the local forest sector potentially involved in the use of the tools developed by our team, applying the Analytical Hierarchical Process (AHP) based on information gathered through surveys, with the objective of defining indicators useful for the evaluation of the impact of computer tools in forest management in the region. Data was collected during a series of dissemination and technology transfer events (workshops, courses, meetings) organized in Bragança and directed to different user profiles (owners, consultants, public and private managers).
