In this Act, " addict" means a persan who is addicted to a substance other than alcohol; ("toxico-mane") " addiction" means addiction to a substance other than alcohol; ("toxicomanie") " alcoholic" means a persan who suffers from alcoholism; ("alcoolique") " alcoholism" means a diseased condition produced by the action of alcohol upon the human system; ("alcoolisme") "Board" means the professional advisory board of the Foundation; ("conseil") "Foundation" means the Alcoholism and Drug Addiction Research Foundation; ("Fondation") "Minister" means the Minister of Health. ("ministre") R.S.O. 1980, c. 17, s. 1. 2.-(1) The corporation known in English as the Alcoholism and Drug Addiction Research Foundation and in French as Fon-dation de recherche sur l'alcoolisme et la tox-icomanie is continued. R.S.O. 1980, c. 17, s. 2 (1), revised. (2) The Foundation shall be composed of not fewer than seven and not more than twenty members appointed by the Lieutenant Governor in Council. R.S.O. 1980, c. 17, S. 2 (2). 3. The Lieutenant Governor in Council may designate one of the members to be chair of the Foundation. R.S.O. 1980, c. 17, S. 3. 4. Five members of the Foundation con-stitute a quorum. R.S.O. 1980, c. 17, s. 4. 5. The Lieutenant Governor in Council may fill any vacancy among the members of the Foundation. The head office of the Foundation shall be at or near the City of Toronto. R.S.O. 1980, C. 17, S. 6. 7. The objects of the Foundation are and it has power, (a) to conduct and promote a program of research in alcoholism and addiction; and (b) to conduct, direct and promote pro-grams for, (i) the treatment of alcoholics and addicts, (ii) the rehabilitation of alcoholics and addicts, (iii) the experimentation in methods of treating and rehabilitating alcoholics and addicts, and (iv) the dissemination of information respecting the recognition, pre-vention and treatment of alcohol-ism and addiction. R.S.O. 1980, C. 17, S. 7. 8.-(1) For the furtherance of its objects, the Foundation may, (a) establish, conduct, manage and oper-ate hospitals, clinics and centres for the observation and treatment of and for consultation with alcoholics and addicts; and (b) enter into agreements, (i) with hospitals and other institu-tions for the accommodation, care and treatment of alcoholics and addicts , and (ii) with universities, hospitals and other institutions for the experi-mentation in methods of treat-ment of alcoholics and addicts. (2) The Foundation may make such grants as are considered by the Foundation neces-sary or desirable for the furtherance of its objects. R.S.O. 1980, c. 17, s. 8. 9. The Foundation may make such by-Iaws as are considered expedient for its con-stitution and the administration of its affairs, and may do such other things as are consid-ered necessary or advisable to carry out its objects. L.R.O. 1980, chap. 17, art. 7. 8 (1) Pour réaliser ses objets, la Fonda- Attributions supp~rncn-tion peut : taires a) mettre sur pied, diriger, gérer et faire fonctionner des hôpitaux, des cliniques et des centres pour observer et traiter les alcooliques et les toxicomanes ou pour leur donner des consultations; b) conclure des ententes : (i) avec des hôpitaux et d'autres éta-blissements en vue de loger, de soigner et de traiter les alcooli-ques et les toxicomanes, (ii) avec des universités, des hôpitaux et d'autres établissements en vue d'expérimenter des méthodes de traitement des alcooliques et des toxicomanes. (2) La Fondation peut accorder des sub-ventions qu'elle estime nécessaires ou souhai-tables pour réaliser ses objets. The real and persona) property, busi-ness and incarne of the Foundation are exempt from all assessment and taxation made, imposed or levied by or under the authority of any Act of the Legislature. R.S.O. 1980, c. 17, S. 11. 12. There shall be a professional advisory board composed of such legally qualified medical practitioners, scientists and other persans as the Foundation, with the approval of the Lieutenant Governor in Council, may appoint. R.S.O. 1980, c. 17, s. 12. 13.-(1) The Foundation may employ a director and such employees as are consid-ered expedient. (2) The Foundation may engage the ser-vices of such experts and other persans as are considered expedient. R.S.O. 1980, c. 17, S. 13. 14.-(1) Each member of the Foundation and the Board shall be paid his or her proper travelling and other expenses incurred in the work of the Foundation. (2) Subject to the approval of the Lieuten-ant Governor in Council, the members of the Board shall be paid such remuneration as the Foundation determines from time to time. R.S.O. 1980, c. 17, S. 14. 15. The funds of the Foundation consist of money received by it from any source, including money appropriated for its use by the Legislature, and the Foundation may dis-burse, expend or otherwise deal with any of its funds in such manner as it considers proper. R.S.O. 1980, c. 17, s. 15. 16. The accounts and financial transac-tions of the Foundation shall be audited annually by the Provincial Auditor, who shall make a report thereon to the Foundation and to the Minister, and the cost of the audit and report shall be paid out of the funds of the Foundation. The Foundation shall make a report annually to the Minister, who shall submit the report to the Lieutenant Governor in Council and shall then Jay the report before the Assembly if it is in session or, if not, at the next session. L.R.O. 1980, chap. 17, art. 13. 14 (1) Les membres de la Fondation et du conseil sont remboursés de leurs frais de déplacements et autres dépenses qu'ils enga-gent dans le cadre des activités de la Fonda-tion. (2) Sous réserve de l'approbation du lieu-tenant-gouverneur en conseil, les membres du conseil reçoivent la rémunération que fixe la Fondation. L.R.O. 1980, chap. 17, art. 14. 15 Les fonds de la Fondation sont consti-tués des sommes qu'elle reçoit de toutes pro-venances, dont les sommes que lui affecte la Législature; la Fondation peut en disposer de la façon qu'elle juge appropriée. L.R.O. 1980, chap. 17, art. 15. 16 Le vérificateur provincial vérifie annuellement les comptes et les opérations financières de la Fondation et en fait rapport à la Fondation et au ministre; les coûts de la vérification et du rapport sont prélevés sur les fonds de la Fondation. L.R.O. 1980, chap. 17, art. 16. 17 La Fondation présente un rapport annuel au ministre qui le soumet au lieute-nant-gouverneur en conseil et le dépose ensuite à lAssemblée; si celle-ci ne siège pas, il le dépose à la session suivante.
