China\u27s Safeguard Measures Under the New WTO Framework

Abstract

This Essay inquires into the nature of China\u27s new safeguard regulation, its significance in China\u27s new trade regime, and, in the authors\u27 view, some of its shortcomings. Part I gives a brief overview of the purpose of safeguard measures and the place of safeguard regulations in China\u27s new trade regime. Part II describes some of the challenges that China\u27s producers will face in the wake of the newly liberalized domestic market, and observes that the use of safeguard measures will become both necessary and important in the coming years in order to facilitate adjustment to this new environment. Part III, for the benefit of interested readers who do not otherwise have access to Chinese law, provides a brief overview of the primary component of China\u27s safeguard regulation
