塔里木河水资源利用的经济效率和生态损失比较研究

该项研究的主要内容是分析塔里木河流域水资源利用效率和生态需水量,研究缺水与生态退化的关系。研究结果表明,塔里木河上游灌区每年引用河水1.41立方米,达到地表水总量的70%,而有效利用率不足0.4。水资源利用的直接经济效益约为每年40亿元,而塔河下游的年径流量在过去卅年减少了70%,地下水位下降8米以上。全流域自然植被年需水量约为30亿立方米,维护下游绿色走廊至少需水7.1亿立方米。用恢复费用替代法计算生态损失的恢复费中,仅地表水量恢复工程就需要8.8亿元。其研究成果的创新之处是将生态损失经济化,并与水资源经济效率作比较研究,是干旱区生态损失量化研究中成功探讨。成果对塔河流域水资源合理利用、经济发展和保护下游生态有科学和经济价值
