En Venezuela la actual Constituci\uf3n plantea un escenario jur\ueddicoinstitucional
que orienta la transformaci\uf3n social y el desarrollo humano,
en donde Estado y sociedad civil act\ufaan corresponsablemente. La
corresponsabilidad implica una verdadera transformaci\uf3n social de un
pa\ueds y la construcci\uf3n de un proceso social en donde se conjuguen
valores y modos de aprehensi\uf3n de la realidad, en atenci\uf3n a un
contexto hist\uf3rico dado. Este escenario constitucional se aborda en
este trabajo, a trav\ue9s del an\ue1lisis del desarrollo humano y su vinculaci\uf3n
con la corresponsabilidad como principio y las tecnolog\uedas de
informaci\uf3n y comunicaci\uf3n (TIC) en Venezuela, al realizarse una
aproximaci\uf3n te\uf3rica, en atenci\uf3n a las interpretaciones de los
documentos y entrevistas consideradas, y a las previsiones
constitucionales y legales vigentes.

In Venezuela the new Constitution presents a legal and institutional
setting that guides the social transformation and human development,
where state and civil society act responsible. The responsibility involves
a real transformation of a nation and building a social process that
combines values and ways of apprehending reality, in response to a
given historical context. This scenario is addressed through
constitutional analysis of human development and its link with
responsibility and the principle of information and communication
technologies (ICT) in Venezuela, to be a theoretical approach, in
response to the interpretations of documents and interviews
considered, and existing constitutional and legal provisions
