Esta investigación se propuso validar, dentro de la problemática de la innovación en el contexto contemporáneo, la hipótesis de la emergencia de la función de innovación en la universidad y la identificación de los factores que la determinan como expresión de la comunicación educativa. Este texto presenta la configuración de redes entre los diversos actores sociales, determinada por el modo en que se crea, se transfiere y se aplica el conocimiento en la época histórica actual, lo que suscita la necesidad de comprender la dinámica de ese aprendizaje social. La compleja interacción entre universidad, innovación y desarrollo regional determina las condiciones sobre las que está emergiendo la innovación como la nueva función misional de la universidad. Este problema central de la investigación trasciende la comprensión de la innovación como un asunto de carácter técnico, asistiendo más bien a la dinámica de un proceso de comunicación educativa entre los actores sociales. la conceptualización de la innovación, los sistemas nacionales y regionales de innovación, la innovación como expresión de la comunicación educativa, fueron elementos de sustentación de la comprensión de la dinámica de producción y gestión del conocimiento, dentro del marco de las ciencias sociales, de los que implica en educación, del ingreso en la sociedad y economía del conocimiento y del desarrollo de ésta en las regiones dentro de la actual globalización. La investigación se planteó con la integralidad de la interacción entre el marco teórico, el marco metodológico y el análisis de caso para determinar, en su interrelación y coherencia, el grado y alcance en el que la Universidad está experimentando una reconfiguración en su estructura misional, en la dinámica de respuesta a las demandas del entorno.This investigation proposed to validate, in problematic of innovation in contemporary context, the hypothesis of the emergency of innovation function in university and the identification of the factors that determine it as an expression of the educational communication. This context presents the configuration of networks between the diverse social actors determined by the way in which is transferred and applied the knowledge in the historical current epoch, provoking the need to understand the dynamics of this social learning. The complex interaction between university, innovation and regional development determines the conditions on which is emerging the innovation as the new misional function of university. This central problem of research comes out the comprehension of innovation as a matter of technical character and better in the dynamics of a process of educational communication between social actors. Conceptualization of innovation, national and regional innovation systems and innovation as educational communication, linked themselves to identify the different components derived from production and management of knowledge and the frame of the social sciences, what it implies in education, in the dynamics of production of knowledge, the society and economy of knowledge and its link with regional development that operates in the current globalization. Investigation was developed with the integrality of interaction between theoretical and methodological and the analysis of case to determine the degree and scope in which the university is experiencing a reconfiguration in his motional structure, inside the dynamics of response to the environment demands. The study of development plans of Technological University constituted the base of documentary analysis to confront the central thesis. The analysis of strategies and accomplishments of plans, the scope of projects and processes of innovation in which was compromised university, constituted the study of case to identify the reconfiguration of education - learning relations as one of the fundamental expressions of this misional restructuring of university
