Formulación de lineamientos para la actualización del plan de emergencias y contingencias de las Empresas Públicas Municipales de Belén de Umbría / Risaralda

Abstract

El presente trabajo se elabora con el objetivo de garantizar una correcta formulación de lineamientos para la actualización del Plan de Emergencias y Contingencias de las Empresas Publicas Municipales de Belén de Umbría, teniendo en cuenta las directrices establecidas por la ley 1523 de 2012, la resolución 154 de 2012 y la Guía metodológica elaborada por el Viceministerio de Agua Potable y Saneamiento Básico; estas herramientas normativas están dirigidas a apoyar el proceso de elaboración de los Planes de Emergencias en Empresas prestadoras de servicios públicos de acueducto, Alcantarillado y Aseo en el país. Para dar cumplimiento a los objetivos propuestos, se realiza en primera instancia una contextualización del municipio de Belén de Umbría como zona en la cual se lleva a cabo el presente estudio, llegando así a un conocimiento de sus potencialidades y debilidades en términos socioculturales y biofísicos, como también se realiza un acercamiento del territorio que permite determinar qué tan pertinentes son los contenidos que maneja actualmente el Plan y si éste está respondiendo a las principales necesidades de la población belumbrense tanto a nivel urbano como rural en términos de calidad, cobertura y continuidad de los servicios públicos.This paper is made with the goal of ensuring a correct formulation of guidelines for updating the Emergency and Contingency Plan of the Empresas Publicas Municipales de Belén de Umbría, considering the guidelines established by the law 1523 of 2.012, resolution 154 of 2.012 and methodological guide developed by the Department of Drinking Water and Sanitation; these policy tools are designed to support the process of developing Emergency Plans for Companies that provide public services of water, sewerage and WC in the country To achieve the proposal goals, is done primarily a contextualization of the Belén de Umbria town as the area in which is conducted the present study, understanding their strengths and weaknesses in terms of sociocultural and biophysical matters. Besides, it is made an approach to the territory that allowed to determine how relevant are the contents that currently manages the Plan and whether it is responding to the primary needs of the population, both urban and rural area, in terms of quality, coverage and continuity of the public services. After making the proper contextualization of the territory, in the explanatory phase, this paper reflex the importance of the Emergency and Contingency Plan for Empresas Publicas Municipales of Belén de Umbría and a needed update within the parameters and criteria established by the Superintendent of Public Services and the Ministry of Housing, city and territory through the last decision issued (Resolution 154 of March 2014) which establishes the guidelines for the preparation of Emergency and Contingency Plans in companies engaged in the provision of public services in the country
