This is a complex area, involving several different legal processes, with associated legislation and guidance. Overall, looked after children have few enforceable rights at present in law in relation to placement and contact with siblings. It is clear that legislative change is needed to enable them to have rights they can vindicate, in order to maintain sibling relationships. We propose the following changes.
