Bernstein [3]showed that the error of best approximation E∗n(f)p by trigonometric polynomi-als of degree at most n has the same rate of convergence as the r-th modulus inthe sense that, for 0 < α < r(2) ωr(f, t)p = O(tα)(t→ 0) ⇐⇒ E∗n(f)p = O(n−α)(n→∞).In the case of algebraic approximation, that is by algebraic polynomials Pn ∈Πn of degree at most n this result is no longer true. Though one has here thedirect estimate [3]En(f)p := infPn∈Πn‖f − Pn‖p ≤ crωr(f,1n)pgiven in the doctoral thesis of D. Jackson this inequality has no converse. It wasobserved by S. M. Nikolskii (1946) [8] that for functions f satisfying(3) ωr(f, t)p = O(tα) (0 < α < r)the polynomial Pn ∈ Πn of best approximation has a faster rate of convergencenear the boundary of the interval [-1,1] than in the interior.The Russian school in approximation, in particular A. F. Timan (1951) [9]and V. K. Dzjadyk (1956) [5] succeeded in characterizing (3) in terms of algebraicpolynomials for p =∞. They showed that (3) is equivalent to the existence of asequence of polynomials Pn ∈ Πn , such that(4) |f(x)− Pn(x)| = O (δαn (x)) , δn(x) :=(ϕ(x) +1n)1nuniformly in x ∈ [−1, 1], where ϕ(x) := √1− x2.However, for only integrable functions f ∈ Lp[−1, 1], 1 ≤ p < ∞, (4) has nolonger sense. EveninfPn∈Πn∥∥δ−αn (f − Pn)∥∥ = O(1)is not equivalent to (1) as it was shown by V. P. Motornii (1971) [7] and R. DeVore(1977) [2]. The reason may be due to the fact that one should not consider (4)but(5) En(f)p = O(n−α).The algebraic analogue of (2) requires a new kind of modulus of smoothness.Best approximation and moduli of smoothness 301This long-outstanding problem was solved by different schools of approxi-mation. Thus K. G. Ivanov (announced in 1980, proofs followed only in 1983)modified the so called τ -modulus, developed and studied intensively by the Bul-garian school (B. Sendov, A. Andreev, V. Popov). Using the relation (9) we gave a solutionof the problem of characterization of the best algebraic approximation, but afterthat we found out that this has been done by Potapov in relations (6) and (7)for ν = µ = −12 .
