Human development reports ordered by United Nations and the role of local public power in the solutions of social problems in education and health areas

Abstract

There are many themes and suggestions contained in the HDRs produced annually by the United Nations. Because of their complexities, intentions and political motivations many objects of study and sociological problems can be extracted from these reports, through documentary research. However, any analysis that attempted to address these materials in a general and extensive way would tend to fail in view of the multiplicity of struggles that their formulators condense in their hundreds of pages. Therefore, this article will map and analyze only the HDRs proposals from the first half of the 1990s, directed at the local government, aimed to combat absolute poverty, precarious urbanization and the lack and / or inadequacy of basic social services in education and health. It is observed that the documents try to emphasize, while considering the difficulties, the role of local agents in expanding the possibilities in advancing, in the twenty-first century, the human developmentSão muitos os temas e as sugestões contidos nos RDHs produzidos anualmente pelas Nações Unidas. Em razão de suas complexidades, intenções e motivações políticas podem-se extrair desses relatórios, através de uma pesquisa documental, muitos objetos de estudo e problemas sociológicos. Contudo, toda análise que tentasse abordar esses materiais de modo geral e extensivo tenderia a fracassar em vista da multiplicidade de embates que os seus formuladores condensam em suas centenas de páginas. Por isso, neste artigo serão mapeadas e analisadas somente as propostas dos RDHs, da primeira metade da década de 1990, dirigidas ao poder público local, de combate à pobreza absoluta, à urbanização precária e à inexistência e/ou insuficiência de serviços sociais básicos na área de educação e de saúde.
