Víctimas del Rif (1921-1926): Memoria, acción humanitaria y lecciones para nuestro tiempo

Abstract

Este artículo explora la memoria de las víctimas del conflicto del Rif en el Marruecos actual e investiga también el papel de la acción humanitaria internacional durante el conflicto (1921-1926). El artículo se centra en las actividades del Comité Internacional de la Cruz Roja y expone las carencias y los problemas a los que se enfrentó la ayuda humanitaria en el Rif a comienzos de los años 20. El artículo pretende, por una parte, conocer mejor la realidad actual de la memoria de la guerra del Rif en el consciente colectivo marroquí y, por otra, extraer consecuencias y lecciones sobre el uso eficaz de ayuda humanitaria en situaciones de conflictoThis article explores the memory of the Rif War victims (1921-1926) in present-day Morocco and the role of the International Committee of the Red Cross (ICRC) in the conflict. It argues that ICRC’s approach to humanitarian action in the Rif was influenced by changes in the perception of victims after the First World War. Humanitarian assistance in the Rif was, however, undermined by diplomatic tensions between the ICRC and the French and Spanish governments. Lessons from the conflict can be drawn to assess the role of humanitarian associations in conflict situation
