El papel del Estado en la economía capitalista ha ido variando a lo largo de la historia sin que su actividad haya menoscabado el papel preponderante del capital privado. Es más, ha servido para consolidar y mantener esa dominación sin considerar sus formas de ejercitar su papel social, ya sean éstas democráticas o autocráticas. En la etapa actual del capitalismo globalizado la tendencia general implica una aparente disminución paulatina del papel del Estado en términos tanto políticos como económicos y sociales, lo que pone de manifiesto la importancia de la fracción del capital financiero en el proceso de legitimación social y la adaptación progresiva de los poderes públicos a los criterios de rentabilización estrictamente capitalista, minimizando el papel de la política.
