Intensification of green energy development as a driver of economic transformation and sustainable growth: conceptual and methodological foundations for assessment

Abstract

У статті проаналізовано теоретико-методологічні основи та сучасні підходи до оцінки інтенсифікації розвитку зеленої енергетики в контексті сталого економічного розвитку. Обґрунтовано багаторівневу модель оцінювання процесів трансформації енергетичного сектору з виділенням інституційного, інвестиційно-інноваційного, енергоефективного та декарбонізаційного критеріїв. Показано взаємозв’язок рівнів оцінки (національного, регіонального, галузевого, підприємницького) та запропоновано інтегральний індекс інтенсивності трансформації як інструмент моніторингу.The article analyzes the theoretical and methodological foundations as well as modern approaches to assessing the intensification of green energy development in the context of ensuring economic transformation and sustainable growth. It systematizes conceptual approaches to defining the economic nature of the processes of intensification of the energy sector’s development under climate challenges and the global transition to a low-carbon economy. A multi-level model for assessing energy transformation processes is substantiated, providing evaluation based on four key criteria: institutional readiness, investment and innovation capacity, energy efficiency, and the level of decarbonization. The study identifies the features of evaluation at the national, regional, sectoral, and enterprise levels, and highlights their interconnection through mechanisms of policy formation, project implementation, and results monitoring. An integral index of transformation intensity is proposed as a tool for comprehensive monitoring of progress towards climate neutrality and enhancing the resilience of the economy. The paper offers recommendations for the practical application of the developed model for strategic planning and assessing the effectiveness of green transition policies in Ukraine, particularly in the context of post-crisis recovery. The main barriers and opportunities for accelerating energy transformation are defined, and the importance of synergy between state regulation, market mechanisms, and technological innovations in achieving decarbonization goals is emphasized. The results of the study can be used for the development of national and regional renewable energy development programs, the creation of energy transition management mechanisms, and the monitoring of progress towards sustainable development goals, as well as for advancing the scientific foundations of managing green transformation in Ukraine
