Disaster logistics management: In the Kahramanmaraş centered earthquake of 6 February 2023, proposals in Hatay province logistic problems and solution

Abstract

Yüksek Lisans TeziBu çalışma 6 Şubat 2023 tarihinde Kahramanmaraş merkezli yaşanmış olan deprem sonrasında Hatay ilinde yaşanan afet lojistiği problemlerini tespit etmek ve buradan yola çıkarak benzer afetlerde aynı sorunların yaşanmaması için öneriler getirmek amacıyla hazırlanmıştır. Araştırma verileri nitel araştırma yöntemlerinden biri olan yarı yapılandırılmış mülakat tekniği kullanılarak toplanmıştır. Bu amaçla deprem zamanında o bölgede görev yapmış kamu görevlileri ve depremi fiilen yaşamış olan vatandaşlar arasından toplam 20 kişiye yarı yapılandırılmış mülakat tekniği uygulanmıştır. Mülakatta kullanılan sorular danışman ve araştırmacı tarafından literatür araştırılması sonucunda oluşturulmuştur. Elde edilen veriler MAXQDA data programı kullanılarak analiz edilmiştir. Yetkili kamu kurumlarının ve vatandaşların ifadeleri sonucunda toplamda 988 kod sistemi açığa çıkmıştır. Analiz sonucunda lojistik problemlerin temelinde ulaşım kısıtlılıkları, enkaz çalışmalarına müdahale eden ekiplerin sayısının yeterli olmadığı, temel ihtiyaç maddeleri ve sağlık gereksinimlerine erişimin yetersizliği bulgularına ulaşılmıştır. Bunlara ek olarak afete müdahalenin ekipman eksikliği nedeniyle doğru zamanda gerçekleştirilmediği ve katılımcı ifadelerinden yola çıkılarak toplumsal düzeyde afet bilinci eksikliklerinin olduğu da söylenebilir. Araştırma bulgularına göre Hatay gibi afet riski yüksek ve sınır vilayeti olması nedeniyle ulaşım kısıtları olan şehirlerde afet lojistiği problemlerinin daha az yaşanması için şunlar önerilir. İhtiyaç halinde kullanılacak sabit depoların konumlandırılması, kamu kurumları dışında afete profesyonel müdahale etmek isteyen gönüllü vatandaşlara uygun eğitimlerin verilmesi, bunların organize edilmesi ve bu konuda gerekli denetimlerin yapılması, acil durum toplanma alanlarının çevresinde olası afetlerde müdahale edebilecek güvenilir sağlık kuruluşlarının oluşturulması ve toplumun her bireyine afet bilinci konusunda eğitimler verilmesi benzer afetlerde afet lojistiği problemlerinin ve kayıpların azalmasına katkı sağlayabilir.This study was prepared to identify the disaster logistics problems experienced in Hatay province after the earthquake that occurred in Kahramanmaraş on February 6 2023, and to offer suggestions to prevent the road from remaining the same in similar disasters. Research data was collected using the semi-structured interview technique, which is one of the qualitative research methods. For this purpose, a semi-structured interview technique was applied to a total of 20 people, including public officials working in that region at the time of the earthquake and citizens who actually experienced the earthquake. The questions used in the interview were created by the consultant and the researcher as a result of literature research. The obtained data were analyzed using the MAXQDA data program. As a result of the statements of authorized public institutions and citizens, a total of 988 code systems emerged. As a result of the analysis, it was determined that the basis of the logistic problems were transportation restrictions, insufficient number of teams responding to debris work, and insufficient access to basic needs and health needs. In addition, disaster response was not carried out at the right time due to lack of equipment and based on the participant statements, it can also be said that there is a lack of disaster awareness at the social level. According to the research findings, the following are recommended to reduce disaster logistics problems in cities such as Hatay, which has a high disaster risk and transportation restrictions due to being a border province: Positioning of fixed warehouses to be used when necessary, providing appropriate training to volunteer citizens who want to respond professionally to disasters outside public institutions, organizing these and carrying out the necessary inspections in this regard, establishing reliable health institutions that can respond to possible disasters around emergency assembly areas and providing training on disaster awareness to every member of the society can contribute to reducing disaster logistics problems and losses in similar disasters
