Konflikt wokół kwestii ekologicznych – zdynamizowanie ludzkiej podmiotowości czy preludium nieuchronnej zagłady? Perspektywa etyki odpowiedzialności globalnej

Abstract

The IPCC report series, published since 2018, has intensified its assessments of the reality of the climate catastrophe threatening the Earth caused by the excessive exploitation of fossil fuel resources. It has introduced a new element to the climate debate and policy arena. As a result of this change, the European Parliament has implemented broad legal regulations, the so-called Green Deal, aimed at preventing the catastrophe. These regulations have ignited a series of tensions and conflicts. This article attempts to analyse the repercussions of these conflicts on further efforts to combat global warming – a threat of climate catastrophe. The analysis of the course and potential consequences of such conflicts enables us to conclude that they play a destructive role in the further development of events. They lead to an increase in the defence of threatened interests and, consequently, the perpetuation of existing divisions. The war in Ukraine, causing an increase in maintenance costs in EU countries, has become a reinforcing factor for negative tendencies. The mounting costs associated with both the Green Deal and the war have led to a rise in aversion to environmental policy. Its coercive nature raises questions about its effectiveness and efficiency. Accepted: 29/07/2024.Publikowana od 2018 roku seria raportów Intergovernmental Panel on Climate Change (IPCC) zradykalizowała oceny, dotyczące realności katastrofy klimatycznej, zagrażającej Ziemi – katastrofy, wywołanej przez rabunkową eksploatację zasobów paliw kopalnych. Wprowadziła nową jakość w obszar debaty publicznej i polityki klimatycznej. Efektem tego stały się podjęte przez Parlament Europejski szerokie regulacje prawne, służące powstrzymywaniu katastrofy, określone jako Zielony Ład. Regulacje te wywołały szereg napięć i konfliktów. W artykule podjęta została próba analizy skutków tych konfliktów dla dalszej walki z globalnym ociepleniem i zagrożeniem katastrofą klimatyczną. Analiza przebiegu i  prawdopodobnych skutków konfliktów pozwala na stwierdzenie, że odgrywają one destrukcyjną rolę dla dalszego rozwoju wydarzeń. Powodują wzrost dążenia do obrony zagrożonych interesów, a tym samym utrwalanie dotychczasowych podziałów. Czynnikiem wzmacniającym negatywne tendencje stała się wojna w Ukrainie, powodująca wzrost kosztów utrzymania w krajach Unii Europejskiej. Sumowanie się kosztów Zielonego Ładu i wojny powoduje wzrost niechęci do polityki ekologicznej, a jej przymusowy charakter rodzi pytania o efektywność i skuteczność. --------------------------------------- Zgłoszono: 30/04/2024.
