The essay advocates in favour of qualifying the nature of the pending constitutional amendment to the Italian Constitution as a (text for a) "constitutional law" instead of a "constitutional revision law" on the basis of the rules concerning the formulation of the question to appear on the ballot for the constitutional referendum. With the occasion of replying to a previous essay by Paolo Carnevale, who proposed the opposite interpretation, the essay recalls the way of approving titles of ordinary and constitutional law and their role in unambiguously identifying the act
