She was a member of the Special Committee appointed by the University Conservatorium Old Students' Association to take up in Victoria the promotion of music in the school curriculum in response to a resolution of a Conference of the Australian Music Examinations Board in 1934. The Committee circulated a questionnaire among non- departmental schools on the results of which Biddy Allen produced a report. A Victorian School Music Association was proposed, with draft constitution and rules, but whether it proceeded is unknown
