This research was conducted to evaluate the implementation of land use rights and the level of satisfaction of ethnic minorities in Nam Dong district, Hue city. The study used random sampling method to select 138 ethnic minority households for investigation and used Likert's 5–level scale to evaluate. In the period of 2019–2023, there were 5,577 records of land use rights of ethnic minority households and individuals. Of which, the number of records of land use rights mortgage registration was the highest with 2,612 records; followed by 1,362 records of transferred area and 1,081 records of lease registration; the lowest number of records was inheritance with 522 records. The average score assessing the satisfaction of ethnic minority households in the study area with the criteria during their participation in the implementation of land use rights at local state agencies mostly has a value between average and satisfied. The level of satisfaction among ethnic minority communities regarding the implementation of agricultural land use rights in Thuong Long commune was assessed to be higher across several criteria compared to Thuong Quang commune. The study also proposed a number of solutions tailored to local practical conditions, aiming to enhance the effectiveness of ensuring agricultural land use rights for ethnic minority communities.Nghiên cứu này nhằm đánh giá việc thực hiện các quyền sử dụng đất nông nghiệp (QSDĐNN) và mức độ hài lòng của đồng bào dân tộc thiểu số (ĐBDTTS) tại huyện Nam Đông, thành phố Huế. Nghiên cứu đã sử dụng phương pháp lấy mẫu ngẫu nhiên để chọn 138 hộ người ĐBDTTS để phỏng vấn và sử dụng thang đo 05 mức độ của Likert để đánh giá. Giai đoạn 2019–2023 có 5.577 hồ sơ thực hiện các QSDĐ của ĐBDTTS. Trong đó, số lượng hồ sơ đăng ký thế chấp QSDĐNN chiếm nhiều nhất với 2.612 hồ sơ; tiếp đến 1.362 hồ sơ với diện tích chuyển nhượng và 1.081 hồ sơ đăng ký thực hiện quyền cho thuê; số lượng hồ sơ thấp nhất là thừa kế với 522 hồ sơ. Điểm trung bình đánh giá sự hài lòng của các hộ ĐBDTTS đối với các tiêu chí trong quá trình họ tham gia thực hiện quyền của người SDĐNN đa số có giá trị nằm trong khoảng trung bình và hài lòng. Mức độ hài lòng của ĐBDTTS trong quá trình thực hiện các QSDĐNN ở xã Thượng Long được đánh giá tốt hơn ở nhiều tiêu chí so với xã Thượng Quảng. Nghiên cứu cũng đã đề xuất được một số giải pháp phù hợp với điều kiện thực tiễn của địa phương nhằm góp phần bảo đảm quyền của người SDĐNN đối với ĐBDTTS được thực hiện có hiệu quả hơn
