In the new conditions of 
management there is an objective 
necessity to move the center of the 
economic and administrative 
responsibility for the decision of problems 
of the further constant development of 
recreational sphere on a regional level, 
that is there where this problem is filled 
with the real maintenance and connected 
with conditions of this or that concrete 
territory has appeared, taking in 
consideration the available resources, 
real-life opportunities and inquiries of the 
population. It, in turn, demands granting 
to the regions the corresponding rights in 
a network of formation of principles, 
functions and methods of management of 
economic and social processes in local 
systems, which capable to provide real 
economic stability on places. 
However, the local authorities do 
not own today sufficient material - 
financial base and have no practical 
mechanisms of management of economic 
and social processes. To the full it 
concerns and to area of domestic 
recreation, its successful development is 
possible only if using the corresponding 
innovative methodology. In fact the 
control system of development of 
recreational-tourist area is not a separated 
one, but represents the part of the 
common regional control system of 
economic and social processes. The scales 
of its further development cause the 
cooperation with other areas of an 
economic complex of the region, in 
particular with areas of a social 
infrastructure. 
Taking into account the stated 
above, we shall note, that during the 
nearest period of time the development of 
the recreational complexes of Ukrainian 
regions will depend on factors such as: 
the income increase rates, a gain of 
volume of the involved investments, the 
level of competition, the innovation of 
technologies and approaches to 
management, attention and support on 
behalf of the local authorities. 
Accordingly, territorial 
management of development of a 
recreational tourist complex (in particular, 
in regions which have the conditions 
similar to what the Chernivtsi area owns) 
should consist in realization of some 
actions with the following essence: 
 
a) To carry out maintenance of internal 
and external "convertibility" of 
recreational services by increase of their 
quality and expansion of assortment, 
improvement of service conditions; 
 
b)  Taking into account the fact that the 
today's regional material base of the area 
was formed at the time of former USSR, 
is out-of-date both morally, and 
physically, to lead reconstruction and 
modernization of working recreational 
objects with simultaneous construction 
and introduction to operation of new 
objects. Effective are investments in 
construction and restoration of small 
hotels which gives a fast recoupment of 
means; 
 
c) To concentrate money and resources 
on objects of an infrastructure; 
 
d)  To adjust the release of a qualitative 
directory material and to provide the 
organization and carrying out of a 
powerful advertising campaign both in 
Ukraine and abroad; 
 
e) To carry out active attraction of a 
private sector (especially in mountain 
regions) to recreational-tourist business 
(rural tourism); 
 
f) To optimize the search of effective 
forms of attraction of the foreign 
consumer through the creation of 
corresponding service and granting the 
recreational services which are in demand AE  Turism durabil

in the international market (for example, 
hunting license); 
 
g)  To initiate creation of recreational 
zones for the organization of recreational 
suburban places which would be directed 
first of all on improvement of conditions 
of short-term rest of the population of the 
big cities; 
 
h)  To stimulate the organization of 
manufacture of non-polluting production 
of an agriculture for satisfaction of 
requirements having a rest in high-quality 
food stuff. According to some experts, the 
optimal gives out a variant of creation in 
structure of the recreational organizations 
of the several specialized agricultural 
firms; 
 
i) In areas of the Carpathian region to 
carry out orientation of potential investors 
to medical - improving and holiday 
tourism, taking into account unique 
territories and presence of numerous 
recreational resources; 
 
j) Separate efforts to direct on creation 
of new complex programs of excursion 
service, in particular student's and 
student's youth, with inclusion in them 
various on subjects and duration of 
excursions (literary and art, religious, 
natural, industrial and other); 
  
k)  To propagandize development of 
amateur sports - recreational tourism, as 
cheapest and accessible kind of 
productive leisure; 
 
l) To adjust relations of a person with a 
habitat, on one hand, creating high-grade 
conditions for rest and realizations of 
ecological interests of recreants, and on 
the other - adjusting and minimizing 
influence on an external natural 
environment; 
 
m)  To provide and coordinate 
structure of a recreational complex of the 
region, favorable both for tourist-
recreational business, and for recreants 
and local residents; 
 
The further realization of the long-
term perspective purposes will depend on 
economic stability and functioning of 
already working enterprises of tourist-
recreational business. 
 
Conclusions 
 
The main attention has to be 
directed on the attracting of investment 
resources, innovations of management 
methods and understanding by local 
authorities. Realization of propositions 
which are given will help to keep on the 
effective development of recreational-
tourist complex in the region.
