DYNAMIC COMPLEMENTARITY IN EXPORT PROMOTION: THE MARKET ACCESS PROGRAM IN FRUITS AND VEGETABLES

Abstract

To justify public subsidies for export promotion, export markets must fail to provide incentives for exporters to recognize the benefits of spillover or long-term benefits of promotion.
