Abstract
Bir mesleki veya sosyal risk yüzünden geliri veya kazancı kesintiye uğramış kimselerin başkalarının yardımına
ihtiyaç kalmaksızın, geçinme ve yaşama ihtiyaçlarını karşılayan bir sistem olarak tanımlanan sosyal güvenlik kavramı;
tüm ülkelerde olduğu gibi Türkiye’de de yasalarla düzenlenmiştir. Ancak bu düzenlemeler toplumun beklentilerine yeteri
kadar cevap veremediği için sürekli değişime uğramıştır. Bu çerçevede birçok defa farklı yasal düzenlemeler yapılmıştır.
Son yapılan düzenlemeler reform niteliğinde olmuş ve üç farklı kurum tarafından yapılan sağlık hizmetleri tek çatı
altında yapılandırılarak adeta soruna neşter vurulmuştur. Bu çalışmada söz konusu düzenlemelerde yer alan sağlık
sigortası kapsamının gelişimi ele alınmıştır.The concept of social security, defined as a system that meets the needs of living and living without
the need for the help of others whose incomes or earnings have been lost because of a professional or social
risk; As in all countries it is regulated by law in Turkey. However, these regulations have changed constantly
because they cannot respond to the expectations of the society as competently. Several different legal
regulations have been made in this framework many times. The last regulations were reformed and the health
services done by the three different institutions were structured under a single roof and the scalpel was hit. In
this study, the development of the coverage of health insurance in the regulations mentioned above is
discussed
