Internet, por su carácter abierto y participativo, es imposible de controlar por los
gobiernos y sectores de poder. Hoy más que nunca debe ser la ciudadanía activa la garante
de esa apertura, pero hace falta establecer lineamientos éticos que respeten los derechos
humanos y las libertades civiles a través de las redes sociales. Aquí se analizan los
impactos de Internet en la vida pública y privada, las formas de participación de la
ciudadanía y de las instituciones civiles en dichas redes y las acciones necesarias para
