No hay duda que actualmente vivimos en sociedades del riesgo .gracias a. la ciencia y la tecnología. De ahí la necesidad de ampliar la mirada, más allá de evaluaciones expertocráticas al uso que excluyen fines aceptables social y éticamente, diseñando procedimientos ético-políticos que hagan posible y viable el adecuado control social del proceso científico-técnico. El modelo propuesto despliega tres escenarios simultáneos, que van desde el tratamiento directo de un conflicto sociotécnico ya existente, a la prevención intitucionalizada a corto y medio plazo. Integra aportaciones compatibles provenientes de los estudios CTS y de la Teoría de la Racionalidad Comunicativa. Pretende apoyarse, así pues, sobre una base filosófica y ética fuerte, que se aprecia en su núcleo fundamental: la discusión pública que satisface las reglas universales de la argumentación.There is not doubt that nowadays we live in risk societies •thanks

aims, by designing ethical-political procedures that make possible and viable
the appropriate social control of the scientific-technical process . The proposed
model displays three simultaneous •Settings· that go from the direct treatment
of an existing social-technical conflict, to the instirutionalised prevention at short
and medium term. It integrares compatible contributions coming both from the
STS Studies and from the Theory of Communicative Rationality. It seeks to be
supported, therefore, on a strong philosophical and eth ical base, which is
appreciated in its fundamental core: the p ublic discussion satisfying the universal
rules of argumentation
