Finding the Balance Between Agricultural and Trade Policy: Rwanda Coffee Policy in Flux

Abstract

Coffee is the principal source of foreign exchange for Rwanda. Over the years the predominating coffee policy has been to remunerate coffee producing highly to ensure sufficient production and foreign exchange receipts.
