A convenient definition is a “digital collection capturing and preserving the intellectual output of a single or multi-university com-munity”. Most repositories are managed at a single-institution level but occasionally on a consortia or multi-institutional basis. The local and immediate results of estab-lishing a repository include: expanding impactand access to research; increasing institu-tional visibility and prestige by clarifying institutional sources of research; and demon-strating the institution’s value to fundingsources. It is important to remember that the institutional repository complements the existing scholarly publishing model.What might an institutional repository contain? The intellec-tual output of a group of educa-tional and clinical institutions such as thosefound in the Texas Medical Center is verydiverse and may include the following:• pre-prints of articles or research reportssubmitted for publication• the text of journal articles accepted forpublication• revised texts of published work withcomments from academic readers1.2.• conference papers• teaching materials • learning objects• student projects• doctoral theses and dissertations• datasets resulting from research projects• committee papers• photographs and video recordingsWhat advantage is there in settingup an institutional repository?Universities and other institutionsacross the world will gain from a more effi-cient and cost-effective system of scholarlycommunication. Establishing an institutionalrepository also allows a university or otherorganization to publicize its research andteaching programs by enabling access to thework of its faculty, staff, and students. Thequality of a university’s academic output formsa very effective advertisement. Although uni-versities may see their own interests best-served by making as much content as possibleavailable on open access, there may be somematerial to which a university may wish torestrict access to specified groups of users. Also academicwork which is available at little or nocost is read more widely than workpublished in expensive conventionalpublications. Depositing academicwork in a university repository willpotentially increase the profile of anauthor on a world-wide basis, increas-ing both the dissemination and theimpact of the research they undertake.Deposit in a university repository canalso ease – both for the institution andfor the academic author – the adminis-trative burden of reporting publicationsfor research assessment and reviewexercises. Regular submission of anauthor’s work to a repository providesan author with a central archive of theirwork and a record of publications toadd to curriculum vitae.Are there any plans to create a Texas Medical Center repository at theHAM-TMC Library? Yes! In discus-sions with the newly-created LibraryAdvisory Group, we have decided tomove forward with a pilot projectwhich will serve as a method for evaluating technical issues, such assoftware platforms and workflowprocesses, and strategic issues, suchas open access and copyright. Visit the conference website for complete coverage and program. http://resource.library.tmc.edu/hchi2005/hchi2005.phpA news note from the Director’s Office: In February, I attended three conferences in Ecuador, two in Quito, one in Guayaquil.The purpose was to discuss the National Library of Medicine’s (NLM) regional medical library program, the National Network of Libraries of Medicine, NN/LM, as the Ecuadorian government is very interested in a similar approach. I explained the NN/LM structure and explored the possibilities of setting up a similar one in Ecuador. Additionally I was interested in the universities and government technology infrastructure and by automation in their university libraries.The audience ranged from members of the Ministry of Health to clinicians, medical students and faculty, and librarians. Lively conversations, questions and answers, and private meetings gave me a good overview but left much room for more discovery. The Ecuadorian hosts and hostesses were exceptional and Quito and Guayaquil are growing thriving metropolises. We are pleased to present our news, and encourage you to pass this along to others. The full-text of the policy is available on the web athttp://grants.nih.gov/grants/guide/notice-files/NOT-OD-05-022.html.Beginning May 2, 2005, NIH-funded investiga-tors will be asked to submit voluntarily to PubMedCentral (PMC) the author’s final manuscript uponacceptance for publication. The NIH sees this pol-icy as a mechanism to help them not only monitorand archive the output of research funded by NIH,but also ensure the availability of research resultsfor the benefit of the public, health care providers,educators, and scientists.The Scholarly Publishing and AcademicResources Coalition (SPARC) has provided helpfulinformation to enable researchers and faculty tointegrate the new policy into their everyday workprocesses. They note the following:• The policy applies only to peer-reviewed jour-nal articles from NIH-funded research – not to lettersto the editor, editorials, or other submitted materials• In developing the policy, NIH took the concerns of all stakeholders into account and balanced the interests of the public, the researchcommunity, and publishers• NIH strongly encourages deposit to PMC as ameans of preserving research findings• PubMed Central (PMC) is a proven, reliabledigital repository http://www.pubmedcentral.gov/,however NIH does not expect PMC to be the onlyrepository for NIH-funded research• The policy is not a mandate regarding howand where to publish research articles• The policy is not a requirement, but a request;however, NIH strongly encourages early deposit• NIH will provide a secure Web site fordepositing the manuscripts; information will beprovided at http://nihms.nih.gov• The policy makes no changes to the ability ofresearchers or their publishers to assert copyright;however, researchers will need to take the follow-ing easy and practical steps:• Specify (if necessary) in the publisher’s copyright transfer agreement or compara-ble document that the author retains the right to make the article available in open-access digital repositories.
