sity. He is presently Chair-
man of the Swedish Fiscal
Policy Council and a mem-
ber of the board of the Swedish Research Council, the
Swedish government’s Globalisation Council and the
Academic Advisory Board of the Anglo-German
Foundation. He was the Chairman of the Economic
Council of Sweden 1993–2002, of the Swedish
Government Commission on the EMU 1995–96 and
the Scientific Council of the Swedish Centre for
Business and Policy Studies 1999–2007, the Director of
the Institute for International Economic Studies at
Stockholm University 1995–97, and a member of the
Council of the European Economic Association
1991–96, the Scientific Council of the Swedish Na-
tional Labour Market Board 1991–97, the Committee
for the Prize in Economic Sciences in Memory of
Alfred Nobel 1995–97 and 2003–07, the board of the
Office of Labour Market Policy Evaluation in Sweden
1997–2004, the Swedish Government Commission on
Stabilisation Policy in the Event of EMU Membership
2000–02 and the board of the Swedish Royal Academy
of Sciences 2001–07 He has published extensively in
the fields of wage bargaining and trade union behav-
iour, macroeconomic policy, EMU and monetary
regimes, labour market policy and the effects of work-
ing-time reductions. His current research concerns the
formation of norms in wage setting, fiscal policy insti-
tutions, the determination of working time, and glob-
alisation issues.

sor of Economics at the
European University Insti-
tute of Florence, on leave
from the University of
Rome III. He has taught at
the Universities of Rome,
Yale and Bologna. He is
co-director of the Pierre Werner Chair Programme on
Monetary Unions at the Robert Schuman Center. He
is a fellow of CESifo and CEPR, and has been a reg-
ular visiting professor at the Bank of Italy, the
European Central Bank, the Federal Reserve Bank of
New York and the International Monetary Fund. His
main field of interest is international economics and
policy analysis. His articles have appeared in the
Brookings Papers on Economic Activity, Economic
Policy, European Economic Review, Journal of In-
ternational Economics, Journal of Monetary Eco-
nomics, Quarterly Journal of Economics, and the
Review of Economic Studies, among others. His con-
tributions include general equilibrium models of the
international transmission for the analysis of optimal
monetary policy; studies of the European currency
turmoil in 1992–93 and the currency and financial
crises in South East Asia; and models of the fiscal and
financial roots of exchange rate instability. On EMU-
related issues, he has contributed a critique of the
Treaty of Maastricht and an analysis of the launch of
the euro. He is currently co-editor of the Journal of
International Economics.

sor of the University of
Oxford, and Director of the
Oxford University Centre
for Business Taxation. He is
a Research Fellow of the
Institute for Fiscal Studies
and the Centre for Econom-
ic Policy Research. Prior to Oxford, he was Professor
and Chair of Economics Departments at the
Universities of Warwick and Keele. He is Editor-in-
Chief of International Tax and Public Finance and
Associate Editor of Economics Bulletin. He is
Research Director of the European Tax Policy Fo-
rum. He has been closely involved in international tax
policy issues in Europe and elsewhere, working with
the OECD’s Committee of Fiscal Affairs, the Euro-
pean Commission and the IMF. His current research
interests are mainly concerned with the impact of dif-
ferent forms of taxation on the behaviour of business
– for example, the impact of taxation on corporate
investment and financial policy and the location deci-
sions of multinationals – and the impact of such be-
haviour on economic welfare. He has published wide-
ly in a range of academic journals.

GREMAQ-IDEI. He was
researcher at DELTA and
CERAS, Paris, 1990–1997,
and professor at Universitat
Pompeu Fabra, Barcelona,
1997–2000. He has held visiting professorships at
CEMFI, Madrid, IIES, Stockholm, UCLA and
MIT. He has been a consultant for the IMF, the World
Bank, the European Commission, and the British,
Portuguese, Spanish and Swedish governments. He is a
fellow of CESifo and IZA and a Programme Director
of the Centre for Economic Policy Resarch in London.
He is also a fellow of the European Economic
Association, and a member of the Conseil d’Analyse
Economique, the main economic advisory board to
the French prime minister. In 2007, he was awarded
the Yrjö Jahnsson medal to the best European econo-
mist below 45 years of age by the European Economic
Association. His research interests are economic
growth, income distribution, political economy, labour
markets, unemployment, and fiscal policy. Selected

Hans-Werner Sinn is Profes-
sor of Economics and Pub-
lic Finance at the University
of Munich (LMU), Presi-
dent of the CESifo Group
and President of the Inter-
national Institute of Public
Finance (IIPF). Sinn has
been a member of the
Council of Economic Advisors to the German Ministry
of Economics since 1989. From 1997 to 2000 he was
president of the German Economic Association (Verein
für Socialpolitik). He holds an honorary doctorate
from the University of Magdeburg (1999) and an hon-
orary professorship from the University of Vienna
(1989). He taught at the University of Western Ontario,
Canada, and held visiting fellowships at the University
of Bergen, the London School of Economics, Stanford
University, Princeton University, Hebrew University
and Oslo University. He received the first prizes of
Mannheim University for his dissertation and habilita-
tion theses as well a number of other prices and awards
from various institutions including the international
Corinne Award for his book “Can Germany be Saved”,
which has sold more copies than any other scientific
monograph on economic policy in Germany in the last
100 years.. In 2005 he was awarded the Officer’s Cross
of the Order of Merit of the Federal Republic of
Germany. In 1999 he gave the Yrjö Jahnsson Lectures,
in 2000 the Stevenson Lectures, in 2004 the Tinbergen
Lectures, in 2005 the World Economy Annual Lecture
at the University of Nottingham and in 2007 the
Thünen Lecture. Sinn has published in the American
Economic Review, the Quarterly Journal of Eocnomics,
the European Economic Review, the Journal of Public
Economics and many other international journals, cov-
ering a wide range of fields and topics. He has pub-
lished 11 monographs with 26 editions in six languages.
They include titles such as Economic Decisions under
Uncertainty, Capital Income Taxation and Resource
Allocation, Jumpstart – The Economic Unification of
Germany, and, most recently, The New Systems
Competition.

2001, and taught as Visiting Professor at the School of
Business, Bond University, Gold Coast, Australia,
2000 and 2005. As Head of the Department for Eco-
nomic Forecasting and Financial Markets at the Ifo
Institute for Economic Research, he was also Pro-
fessor of Economics at the University of Munich
(LMU) at the Center for Economic Studies (CES),
2001–2003. He held the Chair of Monetary Econ-
omics in Open Economies at the University of Kons-
tanz, Germany, which was coupled with the position
of Director of the Thurgau Institute of Economics
(TWI) in Kreuzlingen, Switzerland, 2003–2005. In his
research, Jan-Egbert Sturm relies heavily on empirical
methods and statistics, concentrating on monetary
economics, macroeconomics as well as political econ-
omy. His applied studies have focused on, for example,
economic growth and central bank policy. He has
published several books, contributed articles to vari-
ous anthologies and international journals like
Applied Economics, Economics & Politics, Empirica,
Empirical Economics, European Journal of Political
Economy, German Economic Review, Journal of
Banking and Finance, Journal of Economic Surveys,
Journal of Macroeconomics, Kredit und Kapital,
Kyklos, Public Choice, and Scandinavian Journal of
Economics. Jan-Egbert Sturm headed the Ifo research
team at the Joint Analysis of the Six Leading German
Economic Research Institutes, 2001–2003. Since 2001
he has been member of the CESifo Research Network
and since 2003 Research Professor at the Ifo Institute.
In 2006 he was appointed member of the User
Advisory Council of the Ifo Institute. At the begin-
ning of 2007, he became President of the Centre for
International Research on Economic Tendency

and member of its Council since 2006; member of the
Executive Committee of the European Economic
Association since 1998 and President of the Spanish
Economic Association for 2008. From 2001 to 2005
he was The Portuguese Council Chaired Professor of
European Studies at INSEAD, Research Professor at
ICREA-UPF in 2004–2006, and from 1991 to 2001
Director of the Institut d’Anàlisi Econòmica, CSIC.
He has taught at Harvard University, Universitat
Autònoma de Barcelona, Universitat Pompeu Fabra,
the University of California at Berkeley, the Univer-
sity of Pennsylvania, and New York University. His
fields of interest are industrial organization and regu-
lation, the economics of information, and banking
and financial economics. He has published in the
main international journals and is the author of In-
formation and Learning in Markets (PUP, forthcom-
ing), Oligopoly Pricing (MIT Press, 1999). He has
been editor of main international academic journals
and currently he is the Editor of the Journal of the
European Economic Association, and Co-editor of
the Journal of Economics and Management Strategy.
He has received several research prizes: Premio Juan
Carlos I in 1988; the Societat Catalana de Economia
prize in 1996; the Narcís Monturiol medal in 2002
and the Premi Catalunya d’Economia in 2005. Xavier
Vives has been a consultant on competition, regula-
tion, and corporate governance issues for the World
Bank, the Inter-American Development Bank and the
European Commission as well as for major interna-
tional corporations.
