The primary objective of the 12th Annual Conference of the European Association of Environment and Resource 
Economists (EAERE 2003) to be held in Bilbao on 27-30 June 2003 is to disseminate the latest developments in 
environmental and resource economics. The conference will attract 250-300 leading environmental and resource 
economists from around the world including many of the world''s leading environmental economists. The conference 
will be held at the Euskalduna Conference Centre (Bilbao) from 27-30 June 2003 and the Local Organising Committee 
is chaired by Prof. Mª Carmen Gallastegui.The conference programme will consist of three Keynote Speaker Sessions 
(Professor C. Carraro from the University of Venice and FEEM, Professor K. Segerson from theUniversity of 
Connecticut and Dr. E. Bulte from the University of Tilburg), several Panel Sessions (topics and participants to be 
confirmed) and over 50 contributed paper sessions with about 200 contributed papers. Papers should be submitted on-
line through the Congress web site before 31 January 2003. Complete information on the submission process and
