Lower Danube Region Development Priorities in the Context of 
EU Strategy for the Danube Region – Educational and Training 
Problems    
 
 
There is a wide spread recognition of the fact that education and training are a 
strategic  factor  for  a  sustainable  development  through  contribution  to  human 
capital development. 
Taking  into  consideration  this  fact,  within  the  Romania–Bulgaria  Cross-Border 
Cooperation Program 2007–2013, the Academy of Economic Studies in Bucharest, 
Romania and the D. Tsenov Academy of Economics in Svisthov, Bulgaria decided 
to collaborate in the field “Cooperation on human resources development – joint 
development of skills and knowledge”. 
Our objective is to bring up new methods of training in the fields of consumer 
protection, local  and  regional  development,  agricultural  and  rural  development, 
tourism services and logistic services in the Lower Danube Region. 
In order to achieve this objective, we decided to collect and study the necessary 
information  which  sustain  the  need  for  educating  and  training  experts  in  these 
fields and to discuss them together. 
This was accomplished during 13
th – 15
th September 2010, during meetings at the 
D. Tsenov Academy of Economics in Svisthov, Bulgaria and at the Academy of 
Economic Studies in Bucharest, Romania, through the organization of a Workshop 
on “Lower Danube Region Development Priorities in the Context of EU Strategy 
for the Danube Region – Educational and Training Problems”. 
The result of these discussions has been materialized in the elaboration of joint 
papers which describe the actual situation in Romania and Bulgaria as well as the 
possibilities for cooperation between universities on new ways of training in the 
fields of consumer protection, local and regional development, agricultural and 
rural development, tourism services and logistic services. 
We believe that, by developing links and exchanges between our academic centres, 
we meet the needs for economic and social development through joint activities of 
identification and strengthening of comparative advantages of the cross-border area 
which are taking into account the specificity of the local, national and regional 
conditions, and also the European context.
