Making Reforms Truly Transform: the Case of Philippine Basic Education

Abstract

Looking at the analyses and issues raised on the dismal state of Philippine education, one is confronted with the realization that the issues raised are the same year after year. Has nothing been done to improve Philippine education? On the contrary, there have been quite a lot of frameworks for reform in the past 20 years alone; yet, their results have not translated into large-scale, integrated, and sustained outcomes. Why?
