Вип. 6. 2018. 159 Vlasenko O., PhD, Associate Professor WSB University in Opole, Poland  Fesenko T., PhD, Associate Professor Odesa National Maritime University, Ukraine  A GENDER-ORIENTED PROJECT MANAGEMENT OFFICE AS AN EFFECTIVE TOOL OF THE CITY MANAGEMENT SYSTEM  Nowadays the gender mainstreaming approach of projects and programs implementation is an obligatory component of all strategies and programs [1]. The gender strategy, updated in the Sustainable Development Goals, emphasizes “equal rights, opportunities and justice for women and men” and prompts the project management to implement the relevant approach [2]. The gender component becomes “noticeable” not only in the gender equality program [3], but also in urban development programs [4–6], youth policy [7–8], education [9–10], health [11], agro-industrial sector’s development [12]. Effective implementation of gender mainstreaming technologies requires a certain “gender maturity” [13] and an appropriate “recall” of the management system. The existence of “organizational gaps” in the project management system requires creation of the integrated management structures, in particular, the Gender-Oriented Project Management Office (PMOG) [14–15]. The uniqueness of PMOG is in its capability to be integrated into any management structure: from linear-functional to project-oriented. The experience of Vienna is among the best practices of gender mainstreaming approaches’ implementation into the project management system [16]. The city administration introduced the Gender Focal Point (GFP) to implement gender mainstreaming in all areas of management. It has provided equal access to public administration services, openness of budgeting processes, and a high level of corporate culture. The main function of GFP is “gender filtering” of project-related decisions. This unit verifies whether the needs of different gender groups are taken into account; how the results of the implementation will affect different gender groups and to what extent, and so on. GFP involves gender mainstreaming experts (gender budgeting, gender audit, gender planning) in making relevant and balanced decisions according to the issue’s specificity. In addition, GFP provides financial confirmation of budget funds distribution’s equity for implementation of project activities. On the main page of the section “Politics & Administration” the third link is Gender Mainstreaming. Vienna gender mainstreaming approach is based on five principles. 1. The usage of gender-sensitive language in all forms of documents, telephone directories, texts in the internal network and on the Internet, advertising messages and news. In addition, the attention should be paid to gender-sensitive selection of images during preparation of visual materials. 2. Data collection and analysis of specific gender issues. Gender segregation of all data (if possible) based on various social aspects (age, ethnicity, income level, education level) are foreseen. Gender-sensitive statistics and analytics are an obligatory part of “as is” status’s definition.  3. Equal access and services’ receiving. All municipal services are assessed taking into account the differences in their impact on women and men. The attention is focused on the definition:  who is the service’s user (woman, man);  differences in women and men needs;  the level of taking into account differences between the circumstances of women and men in the services’ planning and design;  the access level to the same information sources for all target groups;  which gender group of users is most discriminated in the provision of services;  accessibility and inclusivity of services providing infrastructure. 4. Women and men are equally involved in decision-making at all levels. The principles of gender balance are used in the creation of working and project groups, boards and advisory councils, as well as during the events organization (selection of speakers and participants of the event). It is essential that jobs should also be “free of gender barriers” (for example, sufficient lighting, architectural barrier-free, the presence of a children's room, etc.). 5. Integration of gender sensitive tools in decision-making. The main tools of gender-based management are “quality management” and “gender budgeting”. Focusing on the differences in the circumstances of women and men in project decisions ensures the increase in the project results’ value and the effectiveness of the human and financial resources’ usage. The best confirmation of the gender mainstreaming approaches effectiveness for municipal governance is the creation of “successful practices” Гендерна політика міст: історія та сучасність. More precisely, GFP, together with the Department of Urban Planning and Construction of the Vienna Municipality, has implemented a series of projects of women special needs integration into pedestrian street segments’ design. Traditional urban planning approaches do not provide the priority of pedestrian traffic and are considered as “gender blind”. Therefore, infrastructure barriers were created for pedestrians, especially for women, children and old people, (high kerbs, lack of lighting and marking on pedestrian crossings, etc.). The GFP's mission is to “inspire” other municipality units to achieve equality for pedestrians by initiating decision-making procedures on a basis of participation. The sustainable city development strategies are oriented towards implementation of project activities, taking into account the differences between the results for women and men. The structure of local self-government bodies requires a “reload” in the direction of “Gender Focal Point” integration. GFP is an important platform for the improvement of monitoring and analysis system of urban projects gender-based management.  References 1. Fesenko Т. G.
