Ein oberflächlicher Blick aufFigure4 (S. 108) läßt zudemdenVerdacht entstehen,
daß die Vorstellung eines systematischen Zusammenhangs zwischen Unterbeschäfti-
gungsrate und Inflationstempo vonvornherein illusionär ist. So sind in derBundesre-
publikDeutschlandvon 1963 bis 1973 (ohnedenAusreißer 1967)undvon 1975 bis 1980
jeweilsetwagleichhoheArbeitslosenquotenmitextremunterschiedlichenVeränderun-
genderInflationsrateeinhergegangen,was begründetenAnlaß zuderVermutunggibt,
daß das Konzept der NAIRU zumindest für wirtschaftspolitische Zwecke ohne jeden
Belang ist.
Bei der Untersuchung von 1. nreze handelt es sich um eine empirisch detailliert
abgestützte (wenn auch nicht ökonometrisch untermauerte) Analyse, die vor allem
einer Politik der Wochenarbeitszeitverkürzung äußerst geringe beschäftigungspoliti-
sche Wirkungen attestiert. Als effektiver stellen sich hingegen die schon vielerorts
praktizierten Vorruhestandsregelungen dar, zumindest dann, wenn man sie mit einer
strikten Neueinstellungsverpflichtungverbindet. Ein nochunausgeschöpftes Potential
für die Zukunftglaubt Dreze schließlich aufdem Gebiet derTeilzeitarbeit zu sehen. Er
schlägtvor,sie mitdemPrinzipdesjob-sharingzu kombinierenundzugleicheinesechs
Tage(zujeneunArbeitsstunden)umfassende"Geschäftswoche"einzuführen,inderein
Ganzzeitarbeitsplatz insgesamt vier volle Arbeitstage in Anspruch nimmt.
Obwohldie AusführungenvonDrezeinsgesamtwenigAnlaß zubeschäftigungspo-
litischem Optimismus bieten, stellen sie eine willkommene Ergänzung zum Jahresbe-
richtderMacroeconomicPolicyGroupdar. Denndortgibtes nurdie Forderungnach
mehr Investitionen und einer erhöhten Steigerungsrate der Produktion, ohne daß die
Möglichkeit negativer Begleiterscheinungen auch nur mit einem Worte erwähntwird.
SelbstdiesonstüblichenLippenbekenntnissezugunsteneines "qualitativen"(undnicht
nur rein quantitativen) Wachstums sucht man vergebens, obwohl Probleme wie der
Landschaftsverbrauch, das Waldsterben oderdas Ozonloch sicher mehr als nurHirn-
gespinste grün-alternativer Ideologen sind.

Thecrisis inmainstreamneoclassicaleconomicswidelydiscussedintheeighties
stimulated several challengers. Austrian economics is one of these "dangerous cur-
rents", to use the label coined by LesterThurow. Unlike othercurrents andinspite of
the Nobel Prizes awarded to two ofitsexponents, Friedrich A. von Hayekin 1974 and
James M. Buchanan in 1986, Austrian economics can be said to have been generally
neglected in university classrooms and professional journals, particularly since John
Maynard Keynes rose to stardom. The book by Gerald O'Driscoll (Jr.) and Mario
Rizzo is the most recent presentation of the Austrian approach to the professional
audience. It is being published at a time when the Keynesian-neoclassical synthesis is
loosing many ofits former adherents.
Who's who in Austrian economics? The marginalist revolution ofthe 1870s paved
the way for two schools ofeconomic thought, the neoclassical andthe Austrian. earl
Menger, Friedrich von Wieser, Eugen von Böhm-Bawerk, Ludwig von Mises and
Friedrich A. von Hayek are considered to be the founding fathers of the Austrian
school. The modern Austrian approach to economics is closely associated with the
work of Murray N. Rothbard, Israel M. Kirzner, Ludwig M. Lachmann, Gerald
O'Driscoll and Mario Rizzo, among others, none of the "modems" being Austrian

What is (modern) Austrian economic theory? Q'Oriscoll (Federal Reserve Bank of
Oallas)andRizzo (New YorkUniversity)aimtoanswerthis questionbyfirst explaining
the fundamentals ofsubjective economics (Part I) and then giving an overview over
some ofthe more importantapplications ofAustrian economics (Part 11). Inso doing
the authors define economics as a science ofchoice dealing with "the individual mind
and individual decisionmaking" and not with "things or the interaction of objective
magnitudes". Methodological individualism lies at the heart of subjectivism. The
individualdecisionmakeris seenas facing uncertainfuture consequencesofhischoices.
This uncertainty, which cannot be overcome because the future is held to beunknowa-
ble, is related to the concepts of"time" and "ignorance". Austrians perceive (real) time
as a flow ofevents, not as clock time. Fromthe pointofview ofanindividual real time
implies change: as real time elapses, the individual adds to the stock ofhis experiences
and continuously changes his perspective. The same thing happens to all other deci-
sionmakers, so that choices made in real time are always made with incomplete
knowledge of the future. In the world of real time the (unbounded) possibility set
changes continuously, this process ofsimultaneous creation anddestruction ofknow-
ledge constituting one ofthe basic features ofindividual choice.
Theauthorscontendthatrealtimeandignorancearenecessaryconceptsifeconom-
ics is to be understood as a study ofprocesses. Autonomous actions ofindividuals are
unlikely to be perfectly coordinated. Hence errors are possible and market activity can
be seen as an attempt to correct errors and coordinate behaviour. The purpose ofthe
subjectivistresearchagendais toexplainoveralloutcomesas thespontaneous,unintend-
ed productofsocial interactions. Oue to ignorance, every actor will be atleast in part
surprised by the ultimate aggregate outcomeofthousands ofindividual decisions. The
market process constitutes a discovery procedure which produces both knowledge and
ignorance. This.knowledge about the decisions ofconsumers and producers, which is
transmitted and disseminated by money prices, is the conditio sine qua non for
individualdecisions. New knowledgeis createdbythemarketprocesstothedegree that
the decisionmaker discovers hitherto unknown possibilities. Atthe same time, though,
old knowledge is destroyed and new uncertainties about the still unknowable future
appear.
Whatmakes Austrianeconomicsdifferentfrom neoclassicaleconomics?Theques-
tions asked and the method of analysis. Austrian economics studies processes, i.e.,
disequilibrium anddiscoordination from the point ofview ofindividual decisionmak-
ers. In contrast, neoclassical economics studies equilibrium, astate ofaffairs in which
things are at rest andin which all plans ofeconomic agents are perfectly coordinated,
from thepointofviewofanomniscientcentralauthority. Thelawsofchangeimplicitin
neoclassicalequilibriumarethetendencies tomove towards it, awayfrom it, oraround
it. Basically, neoclassical economics studies harmony ofinterests using static ordyna-
mic, deterministicorstochastic,discreteortime-continuousmodelsin which "realtime"
is absent, uncertainty is either ignoredortransformed into (finite) probability sets and
no roomatall is leftfor individualchoice. Thusthetoolsofneoclassicalformal analysis
preclude the study ofeconomics as a real time process in the Austrian sense.
For which branches of economic theory can we expect new insights from the
Austrian approach? Almost two-thirds of the book (Ch. 6-9) are dedicated to price
theory, capital theory, monetary theory, business cycle theory and economic policy
(pollution control, antitrust regulation). Readers familiar with the shortcomings of
neoclassical price, capital and monetary theory will certainly sympathise with the
Austrian way ofdealing with these matters, particularly ifthey are preparedto look at
institutionalaspectsoftheeconomicprocess. Thesameappliestobusiness cycle theory,424 Weltwirtschaftliches Archiv
discussedinthespiritofthecontributionsoftherationalexpectationsschool,andtothe
theory ofeconomic policy. As far as the latter is concerned, the authors question its
foundations intraditionalwelfaretheoryandadvocatethesubjectivistmethod,evenin
the context ofthe "economic analysis oflaw" and the "economic theory ofpolitics".
Allinall, theauthorsmanagetogetthemainmessageofAustrianeconomicsacross
and to relate the Austrian approach to other schools of economic thought. It still
remains to be seen, however, ifandto what extent Austrian economics will succeed in
displacing or at least in seriously challenging mainstream neoclassical economics as a
method ofeconomic analysis. Manymore applications to practical issues in economic
policywill beneededinordertomakea thoroughassessmentofthe Austrianapproach
as compared with traditional, especially empirical neoclassical tools possible.

Ein Buch, das den Niedergang der britischen Wirtschaft zum Themahat, mag
etwas unzeitgemäß erscheinen angesichts der aktuellen Wirtschaftslage. Doch seine
Stärken liegen ohnehin nicht so sehr in der Darstellung der wirtschaftlichen Entwick-
lung Großbritanniens, sondern eher im Herausarbeiten von Grundmustern, die als
Bausteine einer Theorie des Strukturwandels dienen können.
In den ersten vier Kapiteln geben die Autoren einen Überblick überden Struktur-
wandel in verschiedenen Industrieländern. Hierwird gleichzeitig der analytische Rah-
men aufgespannt, mit dem in den folgenden neun Kapiteln die Situation Großbritan-
niens beurteilt wird. In mehreren Anhangkapiteln werden die theoretischen Grundla-
gen der Analyse formal präzisiert. Dabei wird in erster Linie auf die Arbeiten von
William Baumol und Irving B. Kravis zurückgegriffen.
Ausgangspunkt der Untersuchung ist die Beobachtung, daß das britische Pro-
Kopf-Einkommen noch in den fünfziger Jahren zu einem der höchsten in Europa
zählte, während es heute deutlich unterdem europäischen Durchschnitt liegt. Es wird
geprüft,obundinwieweitdieserrelative NiedergangmitdergleichzeitigenDeindustria-
lisierung - also mit dem Rückgang des Anteils der Industriebeschäftigten an der
Gesamtbeschäftigung - zusammenhängt.
Die Schlüsselrolle kommt für Rowthorn und Wells der Entwicklung der Arbeits-
produktivität im industriellen Sektorzu. Durchden im Vergleich zu anderen Ländern
niedrigen Produktivitätsfortschritt in der britischen Industrie sei der Output dieses
Sektors nur langsam gewachsen. Zugleich seien zu wenig Arbeitskräfte freigesetzt
worden, die für eine raschere Expansion des Dienstleistungssektors benötigt worden
wären. So habe der geringe Produktivitätsfortschrittinder Industrie die Produktions-
steigerung sowohl in der Industrie also auch im Dienstleistungssektor behindert und
damit die gesamtwirtschaftliche Wachstumsschwäche verursacht. Als Sonderfaktor
wirdaußerdemdie BeeinträchtigungderindustriellenWettbewerbsfähigkeitdurchden
Boom beim Nordseeöl genannt (dutch disease), der aber allenfalls am Rande für die
Deindustrialisierung und schon gar nicht für die gesamtwirtschaftliche Wachstums-
schwäche verantwortlich sei.
Unter diesen Bedingungen wäre ein Anstieg der Arbeitslosigkeit nur vermeidbar
gewesen, wenn die Lohnpolitik sehr zurückhaltendgewesen wäre. Dadurchwäre zum
einen derSchrumpfungsprozeß derIndustrieverlangsamtworden, zumanderenwären
die Beschäftigungsmöglichkeiten im Dienstleistungssektor gestiegen. Eine derartige
Strategiesei aberauspolitischenGründennichtdurchführbarundüberdiesaussozialen
