'Waking up' the silent majorityA JALIL HAMIDAND ADRIAN LAIKUALA LUMPURnews@nst.com.myTOUCH CHALLENGE: Global Movement of ModeratesFoundation should focus on this group, says CEOA VETERAN politician and re­spected Islamic scholar,Nasharudin Mat Isa is nostranger to big challenges.Prior to his appointment as thechief executive officer of the GlobalMovement of Moderates Founda­tion (GMM) in October last year,Nasharudin was once a high­profilePas leader. He was Pas deputy pres­ident from 2005 to 2011.Today, as the new face of GMM,Nasharudin is championingMalaysia's cause to help spread themessage of moderation globally.In an exclusive interview with theNew Sunday Times, the 53­year­oldNasharudin outlined plans to revi­talise the four­year­old foundationand reach out to a greater targetaudience abound the world.Nasharudin says the events thatunfolded during the Jan 14 terrorattack in Jakarta, which he wit­nessed first­hand from his hotelroom window, have only strength­ened his resolve to counter extrem­ism through dialogue and publicdiplomacy.Speaking in polished English,Nasharudin says it is imper­atiVe for the global com­munity to act againstthe rising trend of ex­tremist tendenciesand Islamophobia, orrisk having the voiceof moderates beingdrowned out by hate. Driven by his pas­sion for the Arabic lan­guage, during his forma­tive years, Nasharudin fur­thered his studies in India andJordan, before completing his mas­ter's degree in Comparative Laws inMalaysia. He also holds a degree inIslamic Jurisprudence from theUniversity of Jordan.Before entering active politics, hewas a lecturer at the InternationalIslamic University of Malaysia. In1999, he left academia to take up thepost of Pas secretary­general. Hand­picked for the posi­tion by the then party president Datuk FadzilNoor, Nasharudin wasone of the central fig­ ures who helpedmodernise Pas dur­ ing the late 1990sand In the 2000s. A two­term mem­ber of parliament,Nasharudin eventuallygave up active politics in 2013to work with various non­govern­mental organisations on Islamicmatters.He says politics will take a backseat for now.Question: Could you explain to usthe idea behind GMM and its ob­jectives?Answer: The idea to set up GMMwas originally conceived by PrimeMinister Datuk Seri Najib Razakduring his speech at the Umno gen­eral assembly in 2010. In 2012, GMMwas founded as a platform to pro­mote moderation around the worldas well as strengthen foreign rela­tions.I think the formation of GMM istimely as we are currently facing thethreat of religious extremism andradicalism. With that said, the mod­erate approach should be appliednot only to religious matters, butalso political and sociocultural is­sues. We want to provide a balancedapproach in handling the variousthreats around us.Question: Since taking over thehelm in October last year, whathave you accomplished so far,and what are some changes youplan to introduce?Answer: When I first started, I hadto do some housekeeping, which in­cluded the restructuring of GMM'sadministration. After that, I startedengaging various sectors, both onthe local and international fronts.For example, GMM has agreed tosign a memorandum of under­standing (MoU) with three localuniversities.I have introduced an interactionprogramme with university stu­dents. The first group of studentsthat visited the GMM office recentlywas from Universiti KebangsaanMalaysia (UKM). We will host an in­ternational conference on religionand global peace at UKM in May.We are also working with Univer­siti Utara Malaysia to come up witha barometer to measure the level ofmoderation in Malaysia. The thirduniversity we are working with isUniversiti Islam Malaysia, a re­search­based institution.Headline 46,953Question: What is your definitionof moderation and can it be com­pared to the concept of was­satiyyah in Islam?Answer: Until today, I can't find theright definition for the word mod­eration as it is relative. There aretwo Arabic words to describe mod­eration: wassatiyah and i'tidal. Theword wassatiyah has a religiousconnotation and is commonly used"when talking about religious mat­ters. The word i'tidal, however, cov­ers a broader area of the concept ofmoderation.What I can say is that moderationis a balanced approach in handlingissues. By that, 1 mean we do notswerve too far to the right or leftwhen taking a certain action.GMM is also exploring areas ofcooperation with the Australiangovernment in many fields, includ­ing countering violent extremism.We are getting connected with var­ious institutions and universitiesthere to get them to share their ideaof moderation. During my visit tothe Organisation of Islamic Coop­eration headquarters in Jeddah re­cently, we agreed to sign an MoU towork closely on the issue of Islam­ophobia. GMM has also renewed re­lations with several countries, in­cluding Russia, China, and India.Question: What is your main taskas CEO of GMM and what aresome of the challenges you havefaced so far? 'Answer: My main task is to pro­mote the idea of moderation. Theprime minister also wants us to pro­mote Malaysia as a good example oftolerance, without denying the factthat we, too, have our issues.Nonetheless, I feel that Malaysia isin prime position to promote tol­erance and moderation.One of the fears during the start ofmy tenure was that I would "Is­lamise" GMM. Given my back­ground, I cannot deny my involve­ment in the Islamic world, but I al­ways reiterate the importance ofupholding the Federal Constitutionwith Islam as the official religion.As I've mentioned earlier, mod­eration does not just concern reli­gion, but also matters relating topolitics and economics. For exam­ple, during an international halalfestival in China two weeks ago, Iwas given the opportunity to ex­plain what moderation is all aboutto an international audience. I waseven interviewed by CCTV News onthe topic of moderation.going to trade it for a few minutes atthe negotiation table.I think GMM should concentraton talking to the silent majority olmoderates. We are the majority, butwe are largely silent compared withthe minority. We need to unite thesilent majority and promote theidea of moderation on a moreprominent stage because the ex­tremists are gaining prominencejust by detonating a bomb.Question: What is the root causeof religious orf in case, Is­lamic extremism?Answer: There are many individ­uals in the Muslim community whothirst for Islamic knowledge but gettheir information from the wrongsource. That is how people wronglyinterpret Islam, the hadith and ji­had. In the Middle East, where thecentre of terror is, people are drivenby the need to survive and combatthe oppression they are facing. Ev­eryone has different reasons to turnto extremism.On the home front, there is nocause for panic, but if we do notspread awareness and curb extrem­ism, we could turn out to belike theMiddle East./• fI have been promotingand will continueto promote the idea ofmoderation. We shouldnot leave it to politicalparties to do it. If thepeople, including non­governmental organisations,unite, the silent majority ofmoderates can silence thevoice of extremism."Nasharudin Mat Is aGlobal Movement of Moderates Foundationchlefexecutlve officerQuestion: Will it be harder forMalaysia, as a multiracial andmultirellglous society, to pro­mote moderation?Answer: Malaysia has been able tohandle differences in an hon­ourable manner. I think we are inprime position to promote moder­ation because we resolve our dif­ferences peacefully, not by killingeach other. Incidents of religious vi­olence are few and far between,compared with other countrieswhere places of worship are de­stroyed and people are killed.of jihad. This is why Islamophobiashould be one of the most impor­tant topics discussed by GMM.This is something new on GMM'sagenda. When I was first appointedas CEO, I wanted Islam to be dis­cussed and to let the public knowwhat words like jihad, qital, andsyahid actually mean.One of the reasons I am engaginguniversity students is because I feelthat they are a very vulnerablegroup. I'm thinking about talking tothe education minister (Datuk SeriMahdzir Khalid) to see if we canpromote moderation in the nationalcurriculum. These are ambitiousideas, but 1 am confident it can bedone with proper cooperation.Are they forced to promote a foreign ­agenda in the name of Islam, bymaking use of ignorant* frustratedand oppressed individuals?Question: As the former Pas No. 2,how will your political experi­ence help GMM move forward?Answer: I have been promoting andwill continue to promote the idea ofmoderation. We should not leave itto political parties to do it. If thepeople, including non­governmen­tal organisations, unite, the silentmajority of moderates can silencethe voice of extremism.However, there was scepticismwhen I first joined GMM. In thepast, I had called for Pas and Umnoto Sit down and work things out.I'm not saying they should mergeand I have never mentioned the ideaof a unity government. I don't mindbeing criticised because I am nowimmune to criticism.Now, I have the platform andspace to talk to many people andagencies.Yes, GMM is funded by the gov­ernment, but I am not working forUmno or Pas. I am given a free handto promote the idea of moderation tothe public.Question: What are yourthoughts on religious extremismand what will GMM do to addressthe issue?Answer: Extremism is a very sub­jective term and comes in manyforms. If you are talking about mil­itant extremism, that is beyondGMM's control. Our priority now isto educate the public on the need toshed extremist thinking. For exam­pie, we need to talk about tire wronginterpretation of jihad.The extreme interpretation of ji­had is all about killing. But jihad isnot about killing at all. Jihad isabout striving to be the best. It's notan easy task, but, hopefully, GMMcan help spread the right meaningQuestion: What other measuresare GMM taking to curb thespread of extremism in the coun­try?Answer: I'm thinking about coop­erating with the Malaysian IslamicDevelopment Department (Jakim)to instruct mosques to touch on thethreat of terrorism during the Fri­day khutbah (sermon). GMM canget a standardised text ready, whileJakim can help ensure that allmosques in the country use the textduring Friday sermons.Question: Is the threat of Islam­ophobia getting more serious?Answer: It is getting more serious,not in Malaysia, but in the Westernworld With what happened inParis, Istanbul and Jakarta, I am be­ginning to look at these attacksfrom a different perspective.Why is this happening?No wise Muslim would say thatthese terror attacks reflect the truenature of Islam. Then why are thesegroups calling themselves Muslims?Question: What can GMM andlike­minded bodies do to counterIslamophobia?Answer: At this stage, at least, weneed to start cooperating with otherinstitutions that share the commonvalue of moderation. However, wewill face the tough challenge of dis­seminating the message of moder?ation. We have been thinking aboutrecruiting moderate leaders asGMM's ambassadors, but the costwill be very high.The thing is, extremist groupshave an agenda and you cannot justask them to stop because their agen­da includes the belief of being ableto go to heaven. The reward theyexpect is huge and they are notQuestion: Are you planning tomake a comeback to politics?Answer; Well, I am quite happywith where I am now because I canfunction better in promoting mod­eration. I am still in frequent con­tact with Pas and Umno leaders. I'mnot saying I'm well accepted byboth sides, but then again, there isno way to please everybody.Headline
