南海周边国家向大陆架界限委员会提交外大陆架“划界案“、引进外国公司参与南沙海域的油气资源开发、加强沿岸的潜艇部署和区域外大国的介入,是今年以来南海局势发生较大变化的成因。为抑制紧张局势的发展,建议采取建立一个组织机构以增强国家间的互信,排除实行共同开发的各种障碍;设置一个共同捕鱼区,实现区内的合作捕捞以及加强海峡两岸在南海问题上的合作等应对措施。Since this year,the situation of the South China Sea has changed greatly.The causes includes: Countries neighboring the South China Sea lodging submissions with United Nations Commission on the outer continental shelf,introducing foreign companies into the exploitation of oil and gas resources,enhancing the deployment of submarines along the coast,and the intervention of major powers outside the region.In order to inhibit the development of tension,this article suggests taking the following countermeasures: establishing an organization to enhance the mutual trust between countries,removing all kinds of obstacles for the joint exploitation,setting up a common fishing zone to achieve cooperation of fishing,promoting cross-strait cooperation on the South China Sea issue.中国海洋发展研究中心重点项目“中国南海断续国界线的法律地位研究”(AOCZD200903
