The Role of Performance Evaluation in Civil Servants Capacity-building

Abstract

以效率、效益、结果、民众为导向的绩效评估对公务员能力的提高发挥了重要作用。但是,绩效评估还存在一些不足之处,应着重从良好的绩效评估环境、绩效评估的主客体、绩效评估程序和方法的科学化、绩效结果的合理运用等方面进一步完善绩效评估系统,使其在加强公务员能力建设过程中发挥更加重要的作用。Efficiency,effectiveness,result,people-oriented performance evaluation plays an important role in improving the ability of civil servants.However,there are still some shortcomings in performance evaluation.Cultivating good environmental of performance evaluation,the subject and object of performance evaluation,and performance evaluation procedures,scientific methods and rational use of performance results schould be improved.Then make it play a more important role in strengthening civil servants capacity-building
