“以公民为中心“的电子政务通过有效设计“公民参与“为核心的电子政务服务来提高政府公共服务水平,增强政务服务的公民满意度。但是,这些公民不仅包括经济、信息、技术贫困的阶层,也包括经济和人力资本超强的利益集团,而且不同的公民有不同的服务需求。如何使电子政务获得规模经济、降低成本,又能为弱势群体提供周全、快捷、满意的政务服务,这就需要对电子政务中的公民参与进行周密的设计、提升服务理念,明确政府责任。文章探讨了一系列有关开发和实现“以公民为中心“的电子政务服务问题
